KAMPALA, UGANDA – The Uganda National Examinations Board (UNEB) has ushered in a new era of leadership with the official inauguration of its 12th Governing Board.

The ceremony was presided over by the Minister of State for Higher Education, Hon. Dr. John Chrysostom Muyingo, at the UNEB headquarters who represented the First Lady and Minister of Education, Her Excellency Janet Kataaha Museveni.
Muyingo urged the new board to champion innovation in assessment and uphold a zero-tolerance stance toward examination malpractice, emphasizing that the integrity of the examination system is foundational to educational credibility.
“You have been entrusted with a critical national duty. The integrity of our examination system is the foundation of the credibility of our education. I call upon you to champion innovation in assessment while upholding a zero-tolerance stance towards any form of examination malpractice,” stated Minister Muyingo.
The newly inaugurated 13-member board, chaired for a second term by Prof. Celestino Obua, is expected to build on prior reforms and navigate the evolving landscape of educational assessment.
UNEB Executive Director Mr. Dan Odongo welcomed the board with a candid appeal for vigilance, urging members to be impervious to external pressures and influence-seeking individuals.
He cautioned them to stand firm against undue influence and always act in the best interest of the candidates whose futures depend on the integrity of the board’s work.
“The position you hold will inevitably attract attention from those seeking favours. I urge you to stand firm, resist any undue influence, and always act in the best interest of the millions of candidates whose futures are determined by the integrity of our work,” Odongo cautioned.
The UNEB Board carries a significant mandate in shaping Uganda’s educational standards as the statutory body responsible for all national examinations.
Established by an Act of Parliament in 1983, its key responsibilities include conducting research to inform educational policy and practice, setting, administering, and marking exams, and ensuring the quality, security, and integrity of all assessments.
The board also issues certificates, advises the government on standards, and conducts research to inform educational policy and practice.
The combined leadership of Prof. Obua, the guidance of the Ministry, and the daily execution by UNEB’s secretariat led by Mr. Odongo, signal a unified front committed to preserving the sanctity and advancing the fairness of national examinations.
