KAMPALA – The Ministry of Local Government has invited district and municipal leaders across Uganda to a high-level meeting to roll out the President’s directive to “expose and eliminate corruption” in local government.

According to the letter, the Ministry is calling on Chief Administrative Officers, Town Clerks for cities and municipalities, District Chairpersons, City and Municipal Council Speakers, City and Municipal Mayors, and Chairpersons of District and City Service Commissions.
PS Kumumanya noted in the letter that the gathering’s purpose is to operationalize the President’s anti-corruption directive, guided by four priorities: accountability, transparency, service delivery, and inter-agency collaboration.
“As the Ministry, we have summoned local government leaders, including Chief Administrative Officers, Town Clerks, District Chairpersons, Speakers, Mayors, and Service Commission heads, for a meeting at Kampala’s Imperial Royale Hotel to deliberate on how they can prioritize accountability, transparency, and service delivery in their districts,” PS Ben Kumumanya noted.
The invitation requires top district, city, and municipal leaders to make arrangements to attend, signaling mandatory participation from both administrative and political heads.
Kumumanya added that the discussions will center on tightening public resource use, opening up procurement and recruitment processes, elevating citizen services, and uniting agencies against graft.
The meeting comes amid renewed government focus on curbing graft in service delivery sectors that fall under local governments, including health, education, roads, and revenue collection.
Local government accounting officers and political leaders are expected to present challenges, share accountability measures already in place, and agree on joint mechanisms for reporting, monitoring, and follow-up.
