FORT PORTAL – The Omukama of Tooro Kingdom, His Majesty Edward Rukidi Nyabongo I, has made his first major administrative appointments since ascending the throne, retaining key figures to steer the kingdom through a critical transition period.

Paul Nyakaana, in the announcement, confirmed that the King has reappointed Calvin Armstrong Rwomiire Akiiki as Acting Omuhikirwa (Prime Minister) for an interim period of six months.
The King also retained Omubiito Charles Kayondo Kamurasi Akiiki as Mujwera Musuuga, the head of the Babiito royal clan, with Omubiito Kato Benard Rwakatale Akiiki serving as his deputy.
The appointments come as Tooro Kingdom navigates a significant chapter in its history, following the passing of the late King Oyo Nyimba Kabamba Iguru Rukidi IV, who died of cancer on August 27, 2026, at the age of 34 after nearly 31 years on the throne.
The transition period has been marked by a blend of mourning for the late King Oyo and forward-looking governance, with the new Omukama moving decisively to ensure continuity in the kingdom’s administration.
Speaking to journalists at the palace, Businge explained that Rwomiire’s six-month interim mandate is designed to facilitate a smooth transition while the King settles into his reign and consults widely on the kingdom’s future direction.
King Edward Rukidi Nyabongo I also appointed a distinguished 11-member Advisory Committee to provide wise counsel and steadfast support to the throne during the kingdom’s critical transition period.
The committee brings together distinguished personalities from across Tooro and beyond: Muzei Erisa Kakyomya, Rt. Hon. Bernard Tungakwo, Amooti Chris Kaijua, Kasojo Binta Rosalia Achaali, Hon. William Byaruhanga, and Hon. Peace Mutuuzo.
Others are Msgr. Isaiah Mayombo, Mr. Abdullah, Flavia Kabahenda Rwabuhoro, Hon. Aston Kajara, and Monica Rubombora, with the committee expected to provide strategic guidance on matters concerning the kingdom as it navigates the post-succession period.
Prime Minister Rwomiire, in an exclusive statement following his reappointment, expressed profound humility and gratitude, describing his retention not as a personal entitlement but as a sacred trust.
“I am deeply humbled and honoured by the decision of His Majesty King Edward Rukidi Nyabongo I to retain me as Prime Minister of the Tooro Kingdom. I accept this responsibility with humility. I do not see it as a personal entitlement, but as a renewed call to service; service to the King and service to the people of Tooro,” Rwomiire noted.
Prime Minister Rwomiire revealed that he had met with His Majesty earlier to present the administration’s priorities, which the King endorsed and instructed to be implemented, including addressing staff arrears at Muchwa that had accumulated over the years.
“Our staff keep the Kingdom functioning, and we must find a sustainable way of dealing with these obligations while putting better systems in place to prevent such problems from recurring,” he said.
The Premier emphasised the need for clear policies, procedures, and systems to guide the kingdom’s operations, alongside proper respect for cultural norms and traditions.
Rwomiire revealed a proposal to explore, with proper legal advice and safeguards, how young people can organise into associations and access kingdom land through lease arrangements for productive agriculture.
Meanwhile, among the administration’s plans in the new era is to complete youth empowerment incubation hubs designed to create opportunities for young people in skills, enterprise, agriculture, and economic activity.
King Edward Rukidi Nyabongo I is slated to organise and support royal visits to the counties (Masaza), allowing him to connect with his people, listen to their concerns, and strengthen their role in kingdom development.
With the appointments and the unveiling of a clear five-point agenda, Omukama Edward Rukidi Nyabongo I has signalled his intention to govern with continuity, purpose, and a deep connection to the people of Tooro.
