EAC Launches Rwanda Consultations for Political Confederation Constitution

KIGALI – The East African Community (EAC) has launched national consultations in Rwanda to draft the constitution for its Political Confederation, a major step toward deeper regional unity.

The consultations, scheduled to take place over two weeks, will be held in Kigali, Rubavu, Huye, and Nyagatare, giving citizens and stakeholders an unprecedented opportunity to directly shape the governing framework.

The Confederation marks a pivotal transitional phase in the EAC’s evolution, building a robust foundation for stronger political cooperation and governance on the road to a full Political Federation.

Launching the consultations in Kigali, Rwanda’s Minister of State for Foreign Affairs, Hon. Dr. Usta Kayitesi, reaffirmed her nation’s strong commitment to regional integration and welcomed citizens to directly shape the Community’s future.

“Rwanda’s commitment is grounded in the understanding that many of the region’s opportunities and challenges require collective action. Cooperation offers a stronger foundation for progress than working in isolation,” stated Minister Kayitesi.

The Minister urged citizens to openly share their views and aspirations on the proposed Political Confederation, stressing that public input will be vital for a constitution that truly serves all East Africans.

The Secretary General of the East African Community, Hon. Amb. Stephen P. Mbundi, outlined the comprehensive consultation process now underway across Rwanda.

He stated that the engagements will bring together a diverse spectrum of stakeholders, including government, parliament, the judiciary, academia, civil society, the private sector, youth, women, persons with disabilities, faith-based groups, political parties, and the media.

Ambassador Mbundi added that the consultations aim to deepen public participation in shaping the governance framework of the Political Confederation while ensuring that Rwanda’s perspectives are fully reflected in the draft Constitution.

“These engagements are designed to deepen public participation in shaping the institutional and governance framework of the Political Confederation, and to ensure that Rwanda’s perspectives are fully reflected in the draft Constitution,” he explained.

The consultative process represents a fundamental shift toward people-centered regional integration, recognizing that sustainable political unity must be built from the ground up with genuine citizen ownership.

The EAC Political Confederation Constitution drafting process stands as a testament to the region’s bold vision for unity, cooperation, and shared destiny, a vision that East Africans themselves are now being empowered to shape.
