Kabale District LCV Boss Hands Over Instruments of Power After Election Loss

KABALE – The outgoing Kabale District LCV Chairperson, Nelson Nshangabasheija, has handed over instruments of power to the District Chief Administrative Officer (CAO), Robert Mugabe, bringing the curtain down on his five-year tenure.

The formal handover ceremony took place at the district headquarters in a solemn but celebratory atmosphere, witnessed by a cross-section of senior government officials.

The exercise was conducted in strict adherence to Uganda’s legal framework, specifically following Article 175 of the Constitution, the Public Service Standing Orders of 2021, and Section 186 of the Local Government Act.

The provisions mandate that outgoing public officers and executive committees officially hand over office at the conclusion of their term to ensure a seamless transition of leadership.

Elected to Kabale’s top political seat in 2021, Nshangabasheija served a full term until 2026, when he lost his re-election bid to Denis Ndyomugyenyi Nzeirwe in the just-concluded polls.

Delivering his farewell address, the outgoing chairperson detailed key milestones under his watch, highlighting notable progress in education, infrastructure, and community empowerment.

Nshangabasheija stated that during his reign they laid a strong foundation by keeping children in school, opening rural roads, and empowering communities, especially women and youth, to lift themselves out of poverty.

“It has been an honor to serve the people of Kabale. We may not have done everything, but we laid a strong foundation. Our administration prioritized keeping children in school, opening up rural roads, and ensuring that our communities, especially women and youth, had the tools to lift themselves out of poverty,” Nshangabasheija said.

Attending the ceremony, the Kabale RDC, Godfrey Katamba, commended the outgoing chairperson for his orderly transition and for adhering to the legal requirements of the handover.

He described the ceremony as a model of democratic maturity, urging the technical team led by the CAO to safeguard government property and maintain service delivery until the incoming chairperson assumes office.

Meanwhile, the District CAO, Robert Mugabe, after receiving the handover reports on behalf of the district, assured the public that operations would continue unhindered.

He appreciated Nshangabasheija for his cooperation and pledged to work closely with the incoming leadership to build on the achievements of the outgoing regime.

Among those present were Deputy RDC Michael Muramira Kyakashaari, various heads of departments, technical staff, and the incoming Chairperson, Denis Ndyomugyenyi Nzeirwe, who awaits swearing-in in the coming days.
