RUBANDA, UGANDA – State Minister of Finance, Henry Musasizi has announced that each parish in Uganda will receive an additional Shs. 15 million in the upcoming Parish Development Model (PDM) funding cycle, directly allocated to elected local leaders.

He explained that the additional allocation would increase the total disbursement to each parish from Shs. 100 million to Shs. 115 million, with the supplementary funds specifically designated for local leadership activities to curb misappropriation.
He noted that the move is aimed at strengthening oversight, promoting transparency, and ensuring that funds intended for beneficiaries are effectively utilized at the grassroots level.
“In our assessment, we found out that some of these local leaders are also stuck in the subsistence economy, and we don’t want them to touch the money allocated to you. So, we have added the 15 million for them” he said.

The Minister further directed that the next disbursement should prioritize beneficiaries in Rubanda District who had previously received less than Shs. 1 million. This was after some of the beneficiaries told him that they received between Shs. 500,000 and 995,000 instead of the 1 million allocated to them.
“I am therefore directing that the next funds received should prioritize those who did not receive the full Shs. 1 million. RDC and your team should ensure that this directive is implemented, ” Musasizi stated sparking jubilation among the gathered community members.

He also highlighted that since the inception of the PDM in the 2022/2023 financial year, the percentage of Ugandans still trapped in subsistence economies has dropped from 39% to 33% by the 2025/2026 fiscal year, attributing this progress to the effective implementation of the program.
Among the beneficiaries was Ms. Evas Akampurira, who shaded her testimony recalling how she qualified to host President Yoweri Kaguta Museveni at her home in Bubare, during his regional PDM tour in February 2025. She recounted investing her Shs. 1 million in chicken rearing, which transformed her livelihood, and expressed pride in her achievements.

So far, the government has disbursed PDM funds for four financial years, reaching over a thousand households across districts. Ms. Shifa Begumisa, the Town Clerk of Bubare Town Council, reported that a total of Shs. 1.29 billion had been distributed to 1,286 households within the town council. Similarly, Ms. Judith Niwabwine, the Bubare Subcounty Chief, disclosed that Shs. 922 million had been disbursed to 922 households.
The PDM operates as a revolving fund, providing soft loans at an annual interest rate of 6%, payable after three years. Each beneficiary receives a minimum of Shs. 1 million, disbursed through Parish SACCOs at the community level.
The program’s primary goal is to empower local households, foster entrepreneurship, and uplift communities from poverty through accessible credit and community-driven development initiatives.
