Musasizi Outlines His Five Major Tasks Following Appointment as Minister of Finance

Finance Minister Henry Musasizi has laid out his five key presidential tasks: driving a USD 500 billion economy by 2040, enforcing budget discipline, boosting domestic revenue, advancing wealth creation through PDM, and ensuring oil funds strengthen, not destabilize, Uganda's economy. The newly promoted minister is already hitting the ground running.

KABALE – The Minister of Finance, Planning, and Economic Development, Henry Musasizi, has revealed the five major tasks assigned to him following his recent promotion by President Yoweri Museveni.

The Minister, who also doubles as the Rubanda East legislator, said this over the weekend during a giveaway ceremony for Ms. Illuminate Ninsiima, the daughter of Kabale District-based prominent businessman Silva Byamugisha.

Minister Musasizi noted that President Museveni entrusted him with five key responsibilities after his appointment to lead the Ministry of Finance, Planning, and Economic Development.

The Minister noted that his lead task is powering the USD 500 Billion Economy Agenda, an ambitious growth framework that targets a tenfold expansion of Uganda’s GDP from 50 billion to 500 billion dollars by the year 2040.

He noted that his second key objective is guaranteeing Budget Discipline, enforcing Results-Focused Budgeting that replaces mere spending with strict value-for-money audits and results-driven project oversight.

The Rubanda East legislator is further charged with advancing Domestic Revenue Mobilization, rolling out aggressive tax reforms and procurement efficiencies to achieve a revenue-to-GDP ratio of at least 20 percent.

Through bold fiscal reforms, Musasizi is squarely targeting a sharp reduction in Uganda’s external debt dependency, laying robust foundations for a more self-sustaining and economically resilient national future.

The Minister’s fourth key assignment champions full monetization of the economy, harnessing the Parish Development Model to lift subsistence-based households out of informality and into the structured monetary mainstream.

Meanwhile, Musasizi’s final and equally critical task is safeguarding oil wealth management, ensuring that petroleum revenues propel growth rather than trigger instability, while non-oil industries remain shielded from the resource curse trap.

Rubanda District Woman MP, Hon. Ninsiima Evelyn Kikafunda, addressing the gathering at the giveaway ceremony for Ms. Illuminate Ninsiima, daughter of Silva Byamugisha

Attending the giveaway ceremony was the Rubanda District Woman MP Ninsiima Evelyn Kikafunda, who lauded Minister Musasizi for his smartness, consistency, and dedicated service to the NRM government during the giveaway ceremony in Kabale.

Hon. Kikafunda noted that his sharp intellect and unwavering performance command widespread attention whenever he speaks, both on the floor of Parliament and at the cabinet level.

The Rubanda District Chairman Ampeire Stephen Kasyaba passionately called on Kigezi’s political leaders to rally behind Minister Musasizi and channel their energies toward mobilizing resources for the sub-region’s growth.

He pleaded with the leaders to shun divisive politics and antagonism, reminding them that Musasizi’s leadership offers the region its brightest hope for meaningful improvements in service delivery.

Henry Musasizi was announced as the new Minister of Finance on May 26, 2026, succeeding Matia Kasaija after serving five years as State Minister and five years as Parliamentary Finance Committee Chairperson.

His first major public appearance came on June 11, 2026, at Kololo Ceremonial Grounds, where he delivered a two-hour budget speech unveiling a Shs 84.4 trillion national budget for the 2026/2027 financial year before the 12th Parliament and President Museveni.

Since then, Musasizi has actively engaged on multiple platforms, breaking down the national budget, explaining Uganda’s Economic Development Agenda, and elaborating on the Tenfold Growth Strategy.
