KAMPALA – The Uganda Prisons Service has approved the promotion of 258 senior officers in a significant move aimed at enhancing professionalism and operational efficiency.

The promotions, issued through Service Orders Part II No. 06/2026, take immediate effect and are grounded in Articles 172(3), 215, and 217 of the Constitution of the Republic of Uganda, alongside Section 10(c) of the Prisons Act, 2006.
The promoted officers span from the rank of Assistant Superintendent of Prisons to Assistant Commissioner of Prisons, with the following distribution:
Assistant Commissioners of Prisons (ACP): 20 officers
Among those elevated to the senior-most rank are Ms. Maureen Ninsiima, Mr. Henry Kidega, Mr. Bryan Corr Mbaaziira, and Mr. Onesmus Bitaliwo. The list also includes Mr. Innocent Draville, Mr. Ben Nyanzi, Mr. Nicomedie Ahimbisibwe, and Mr. Robert Naimuli, among others.
Senior Superintendents of Prisons (SSP): 27 officers
This cohort includes Mr. Job Turyamuaki, Ms. Josephine Nakakawa, Mr. Hassan Walangalira, and Mr. Denis Omech, alongside Mr. Moses Byaruhanga, Mr. Gerald Kiwanuka, and Mr. Alex Kennedy Opiny. Notably, Dr. Generous Behabura Betunga also features among the promoted officers.
Superintendents of Prisons (SP): 34 officers
The list of new Superintendents includes Ms. Elizabeth Mayende Erumbi, Mr. Morgan Anguyo, Mr. Christopher Opiyo, and Mr. Samary Asindu, among other dedicated officers.
Senior Assistant Superintendents of Prisons (SASP): 134 officers
The bulk of promotions fall within this category, with officers including Mr. Joseph Odeke, Mr. Simon Rubangakene, Mr. Justine Eilu, and Mr. Anthony Kapule.
Assistant Superintendents of Prisons (ASP): 43 officers
Rounding out the promotions are 43 officers elevated to the rank of Assistant Superintendent, including Mr. James Patrick Alomu, Mr. Moses Ocen, and Ms. Roseline Jane Akitui.
Key Appointments and Strategic Transfers
In addition to the promotions, the Commissioner General of Prisons, Can. Dr. J.O.R. Byabashaija, approved several appointments and transfers designed to improve service delivery and operational efficiency.
Notable appointments include:
- SSP Stella Salume Atoo appointed Officer in Charge, Ssaza Prison, taking over from ASP Kenneth Rubangakene
- SASP Ezra Mucunguzi appointed District Prisons Commander (DPC) Kyenjojo
- ASP Joseph Peter Ogwang appointed Staff Officer Lira
- Principal Officer I Harriet Gonza Nabwire appointed Staff Officer Kalungu
- Principal Officer I Hussein Kalema appointed Staff Officer Buikwe
- Principal Officer II Samuel Masembe appointed Staff Officer Kibaale
Strategic transfers include:
- ASP Claire Hope Lakeraber from Kigo Main Prison to Prisons Department of Industries
- ASP Geraldine Stephanie from Gulu Main Prison to Murchison Bay Prison
- ASP David Togo from Masaka Main Prison to Arua Main Prison
- ASP Joseph Okello from Adjumani Prison Farm to Masaka Main Prison
- Principal Officer I Lamek Opii from Biiso Prison to Arua Main Prison
Officers Proceed on Accumulated Leave
Three officers have been directed to proceed on accumulated leave pending the decision of the Prisons Authority:
- SP Peter Muhekyi, District Prisons Commander (DPC) Gulu
- ASP Howard Akampulira, Staff Officer Mid-Central Region
- ASP Karim Nserunkuma, Staff Officer Ibanda
