President Museveni Unveils Transformation Plan for Ssese Islands Ahead of By-Election

KALANGALA – President Museveni has announced Government’s reaffirmation to transform Kalangala District through enhanced transport connectivity, healthcare services, electricity access, and household income programmes.

The President delivered these remarks on June 22, 2026, as he joined the NRM campaign team in support of Woman MP candidate Idah Nabayiga, ahead of the June 24 by-election.

Addressing enthusiastic crowds, the President outlined an ambitious vision for the Ssese Islands, promising tangible improvements that will accelerate socio-economic transformation and uplift the lives of residents.

Recognising the critical role of maritime connectivity in island life, President Museveni announced that Government will add two new ferries on the Nakiwogo–Lutoboka and Bukakata–Kalangala routes.

He noted that the upgraded maritime network will ease transport hurdles, stimulate trade and tourism, and enhance the delivery of essential services across the Ssese archipelago.

“By adding new ferries and increasing sailings on key routes, Government is unlocking the full potential of Kalangala’s island communities, connecting markets, boosting tourism, and ensuring that quality healthcare and education are never out of reach,” Museveni remarked.

The President noted that Kalangala Town Council is already connected to the national power grid, with plans now underway to extend electricity to all remaining underserved areas.

He stated that the expansion promises to unlock new opportunities for businesses, schools, and households, bringing the transformative power of reliable energy to every corner of the district.

Museveni announced Government plans to construct a major hospital in the Ssese Islands, dramatically improving access to quality healthcare for remote communities that have long struggled to reach medical facilities.

The President further reaffirmed continued support for Kalangala’s thriving palm oil sector, alongside the Four-Acre Model, sustainable fishing, and tourism development as key drivers of economic growth.

Meanwhile, the Government is slated to increase the annual Parish Development Model allocation from UGX 100 million to UGX 115 million per parish, empowering families across Uganda to break the cycle of poverty.

“From a new hospital for remote island communities to a significant boost in parish development funds and unwavering support for agriculture and tourism, Government is forging a future where every Ugandan family has the tools to prosper and the care they deserve,” the President added.

The by-election, scheduled to fill the vacancy left by the untimely passing of Hon. Hellen Nakimuli, has drawn five candidates: NRM’s Idah Nabayiga, NUP’s Irene Nampala, and Independents Hellen Nagawa, Sharifah Kaala, and Agnes Nassuuna.

The late Hon. Nakimuli, who was re-elected in January 2026 for a second term under the National Unity Platform, passed away on April 19, 2026, at Kampala International Hospital in Bushenyi following an unsuccessful surgery.

The legislator’s passing, just months into her new term, created the vacancy that has now set the stage for a competitive by-election.
