Local Governments Urge Accountants to Embrace Integrity for Better Service Delivery

HOIMA – The lower local governments across Uganda have called upon their accountants to embrace integrity and professionalism in the execution of their duties, as a cornerstone for improved service delivery to communities.

The appeal was made by the Assistant Commissioner for Inspection in the Ministry of Local Government, Silver Tindizirarira, during a training session on basic bookkeeping skills in Hoima City.

The two-day, hands-on training for Lower Local Governments (LLGs) was organised by the Ministry of Local Government at Hoima Resort Hotel, Hoima City, from 22nd to 23rd June 2026.

The workshop brought together accountants from selected districts in central, western, and northern Uganda in efforts to improve financial accountability in local governments.

Speaking to the participants, Tindizirarira underscored the pivotal role local governments play in service delivery, emphasizing that sound financial management is indispensable for community development.

“Every local government program, whether in infrastructure or agriculture, is executed through the accounts offices. However, the effectiveness of these programs relies entirely on how they track, record, and report their expenditures,” Tindizirarira stated.

He stressed that proper bookkeeping is the foundation of public trust and accountability, warning that poor records breed delayed audits, unreconciled accounts, and poor budget use.

“When financial data is poorly managed, decision-makers are unable to plan prudently, which ultimately affects the communities that depend on these services,” he noted.

The training targeted capacity gaps, standardized financial coding, and gave accountants practical tools for clean records while mastering accounting cycles, cash books, ledgers, and public finance compliance.

Mugisa Katusabe, Treasurer of Kiryandongo Town Council, welcomed the training as a timely intervention to tackle persistent errors and revenue misclassification plaguing many local government accountants.

He expressed confidence that the new skills would boost accuracy in financial reporting, which is essential given the statutory requirement for town councils and sub-counties to produce annual financial statements.

“This training comes at a critical time when we are transitioning to new accounting systems, and I am confident it will sharpen our skills and significantly reduce the reporting errors that have long challenged local governments,” stated Katusabe.

The training forms part of the Ministry of Local Government’s broader efforts to strengthen financial management systems across the country.
