Rukiga MPs Form Bipartisan Pact to Boost Lobbying, Service Delivery

RUKIGA – The Rukiga District Members of Parliament have made a groundbreaking pledge to spearhead joint legislation that promises to ease lobbying efforts and streamline people’s representation.

The legislators’ pledge was announced on Wednesday, May 20, 2026, during the swearing-in ceremony of the new district leadership, a ceremony conducted at the district headquarters.

Dr. Sylvia Alinaitwe, the Rukiga Woman MP and chief guest, confirmed a new bipartisan working arrangement with her counterpart, Rukiga County MP Kiconco Patrick Katabazi, pledging to join hands in working for their people.

Dr. Sylvia, in her remarks, emphasized economic transformation by urging local farmers to embrace value addition on key locally produced goods, particularly coffee and livestock products, for the people to earn more.

The legislator laid out a comprehensive service delivery roadmap, including the rehabilitation of all district roads, the elevation of health units, the advocacy for a district hospital, and the establishment of a technical institute for hands-on youth skills.

“We are no longer a district of promises alone; together with my colleague Hon. Kiconco Patrick Katabazi, we are forging a joint legislative path that will turn every council resolution into action, every farm product into value, and every young person into a skilled citizen for a new-look Rukiga built,” Hon. Dr. Sylvia stated.

Embracing modernity, Dr. Alinaitwe encouraged the integration of information technology into daily activities, championing a new-look Rukiga built on digital literacy and improved technical capacity.

Hon. Patrick Kiconco Katabazi delivered a pointed message to the electorate, calling on the public to exhaust available services at the district level before escalating issues to the Office of the President.

In a direct challenge to the district’s technical staff, MP Katabazi urged them to prioritize service delivery over partisan politics and to work together for the collective good of Rukiga rather than individual political gains.

Katabazi noted that Rukiga is fortunate to have representatives with strong national networks and high lobbying capacity, vowing that all District Council resolutions would be taken directly to the floor of Parliament.

“Rukiga is blessed with leaders who can knock on any national door, but true development begins at home. Let the district technical staff serve the people first, not politics; let every council resolution reach the floor of Parliament. Our people deserve honest, efficient, and results-driven leadership,” MP Patrick noted.

The swearing-in of new Rukiga District Chairperson Simon Mutebi Rwamagyenda alongside district councilors attracted regional solidarity, with neighboring Kabale Chairperson Denis Nzeirwe Ndyomugyenyi and Rubanda Chairperson Steven Kasyaba in attendance.

The two visiting leaders pledged to coordinate closely with Chairman Rwamagyenda to improve service delivery, particularly regarding road connectivity linking the three districts.

Steven Kasyaba urged Rukiga’s parliamentary representatives to advocate for the timely and appropriate release of central government funds so that the district can do more for its people.

The ceremony indicated a renewed sense of hope, as citizens promised that the rare joint legislative pact of the two MPs will unlock Rukiga’s long-stalled development potential.
