CAO Ahabwe Orders Senior Officers to Prioritize Accountability for FY 2026/27

RUBANDA – The Rubanda Chief Administrative Officer (CAO), Samuel Ahabwe, has charged senior officers with placing accountability at the very heart of the District’s operations for the Financial Year 2026/2027.

While addressing the Heads of Departments at the District Executive Board Room on Monday, the CAO stressed that proper stewardship of public resources is a constitutional and professional duty, not a choice.

As Rubanda District transitions into the new fiscal cycle that commenced on 1st July, Ahabwe declared full accountability for all public resources as the immediate priority, as Financial Year 2025/2026 draws to a close.

“Accountability is not optional; it is our constitutional and professional obligation. As we conclude FY 2025/2026, our immediate priority is ensuring full accountability for all public resources entrusted to us,” Ahabwe declared.

He further directed all Heads of Departments and Accounting Officers at cost-centre level to ensure every financial transaction is meticulously accounted for and supported by the requisite documentation.

Mr. Ahabwe stressed the timely submission of mandatory reports, including financial statements, Board of Survey reports, departmental performance reports for FY 2025/2026, and work plans for FY 2026/2027.

He noted these documents anchor accountability, planning, budgeting, performance assessment, and the upcoming audit, warning that delays or omissions undermine credibility and invite unnecessary audit queries.

“These documents form the basis for accountability, planning, budgeting, performance assessment and the forthcoming audit exercise. Delays or omissions compromise the credibility of the institution and expose us to unnecessary audit queries,” the CAO emphasised.

The CAO urged departments to adopt a proactive approach to record management by organising files early and maintaining complete documentation, noting that good record management reflects good governance.

He tasked managers with strengthening project monitoring to ensure quality, value for money, and long-term sustainability, while also stressing the need to execute the FY 2026/2027 budget without delay to keep service delivery uninterrupted.

Mr. Ahabwe further challenged newly appointed officers, including the District Health Officer, District Internal Auditor, and Principal Human Resource Officer, to embrace accountability from day one.
