Nominated by Hon. Nasasira Stuart and seconded by Hon. Ampumuza Elly, Hon. Oscar Akampurira was declared elected unopposed after no other challengers emerged.

The Council election, held on Wednesday, May 20, 2026, was presided over by the Kabale Chief Magistrate, His Worship Derrick Byamugisha, who oversaw the proceedings with judicial decorum.

The heavily attended function took place at the District Rukiko Hall and also saw Hon. Tuhirirwe Clare, the LC V Councilor for Kamwezi A, sail through unopposed as the new Deputy Speaker of Rukiga District.

Speaker Oscar addressed the councilors just before his election, expressing profound gratitude for their trust in allowing him to continue from where he left off in the previous council.

He pledged to preside over his roles harmoniously and to balance deliberations for equal representation, ensuring every voice in the district is heard and valued.

“I do not take this trust lightly. My pledge is simple: to lead harmoniously, to balance every interest, and to ensure that no corner of Rukiga feels unheard under my watch,” Speaker Oscar stated.

During the same session, the District Chairperson, Simon Mutebi Rwamagyenda, proposed his executive team. Hon. Manigamukama Linus was approved as the Vice Chairperson.

The Chairperson also presented three Executive Secretaries: Hon. Nasasira Stuart for Works and Technical Services, Hon. Joram Niwagaba for Finance, and Hon. Akampurira Ziporah for Health and Education, all of whom were vetted and approved by the council.

Chairperson Mutebi emphasized that service delivery must be prioritized above all else, reminding the house that they are not there for themselves but to work for the people of Rukiga.

He confirmed that his new team would focus aggressively on lobbying for good roads, improved education systems, and two major infrastructure projects the district currently lacks: a district hospital and a technical school.

“Service delivery is not negotiable; it is the very reason we were elected. My team will lobby relentlessly for good roads, better schools, a district hospital, and a technical school because the people of Rukiga have waited long enough. We are not here for ourselves; we are here to work,” Chairperson Mutebi emphasized.

The function was witnessed by a host of distinguished leaders, including Rukiga District Woman MP Hon. Dr. Sylvia Alinaitwe, Rukiga County MP Hon. Kiconco Patrick Katabazi (KP), and the RDC, Mr. Kamusiime Zadork.

Other senior district officials, councilors, and civil society representatives were also present, marking the event as a landmark moment of unity and forward-looking leadership for Rukiga District.
