Muhanga Town Council Shuts Down B14 Bar Over Repeated Law Violations

RUKIGA, UGANDA – The Business Operational Compliance team in Muhanga Town Council has shut down B14 Bar, a popular spot in Rukiga District, following repeated violations of the law and disregard for enforcement notices.

The closure happened on Thursday, April 2, 2026, when the Town Council enforcement team visited the bar in Kagunga Cell, Rutare Ward, after issuing numerous compliance notices to the owner, Mr. Tuheise Pius, that went unheeded.

Karugaba Innocent, the Physical Planner for Muhanga Town Council, told this reporter that the establishment was found to be operating in direct contravention of the Physical Planning Act and the Building Control Act.

He added that the owner failed to rectify the anomalies highlighted in earlier enforcement notices. Mr. Karugaba explained that the bar was operating without a valid operational permit or trading licence.

Karugaba further discovered that wastewater from the bar was being discharged into an open area, creating a public nuisance, a direct violation of the Public Health Act.

“We found the bar breaking the Physical Planning Act and the Building Control Act. The owner did not fix the problems we told him about earlier. On top of that, wastewater from the bar was being dumped into an open area, which violates the Public Health Act,” stated Planner Innocent.

The Town Clerk of Muhanga Town Council, Mr. Kakaire Herbert, warned other business owners that any establishment failing to comply with the stipulated guidelines risks being shut down.

He added that the enforcement exercise will soon be extended across the entire town council, as his office is open to any development and investment operating in adherence to established compliance rules.

“All businesses that are not complying with the stipulated guidelines risk being shut down. We are yet to extend this enforcement exercise across the entire town council. Development must not come at the expense of public health, safety, and orderly physical planning,” Kakaire stated.

The enforcement team included a cross-section of municipal officers led by Ngsburani Kenneth (Health Inspector), Rugasa Sheriff (Engineering Officer), Tumusiime Justus (Senior Treasurer), and Keijuka Benson (Senior Internal Auditor).
