Kabale: Northern Division Chairperson-Elect Vows to Prioritise Reconciliation and Inclusive Leadership

KABALE, UGANDA – Newly elected LC.3 Chairperson for Northern Division in Kabale Municipality, Patrick Tushabomwe has pledged to work toward development, reconciliation and healing after winning one of the most fiercely contested elections in Kabale Municipality.

According to the election results announced on Feb. 4, 2026 by Kabale District Returning Officer Ms. Aisha Nansubuga, Tushabomwe (NRM) received 2,613 votes, defeating the incumbent Isaac Mucunguzi Rushoga (Independent) who garnered 1,017 votes. This was the second time the two faced each other, with Rushoga having won the first contest in 2021.

In an interview with this reporter, Tushabomwe explained that his victory in 2026 was driven by his resilience and determination to stay grounded and continue campaigning, despite his loss in the 2021 election.

“I never gave up because I kept reaching out to my supporters, as well as those who had not supported us,” he said.

The campaign for the Northern Division LC.3 Chairperson position became intense and heated, with both camps exchanging bitter words and accusations characterized by malicious propaganda and character assassination. In this context, Tushabomwe filed a court case against Rushoga for defamation, following comments made by the latter during a talk show on a Kabale-based radio station.

However, Tushabomwe, who is also the Founder and Director of The Shepherd Center, a Non-Governmental Organization caring for homeless children, has pledged to open a new chapter in Northern Division, one where everyone, including those who did not support him, will find a sense of belonging.

“I’m aware that some people failed to understand our campaign message, and therefore did not vote for us. But that is now in the past. After winning the election, I became Chairman of all the people of Northern Division, and my service will reflect exactly that,” he stated.

Tushabomwe also addressed the prevailing political differences among staff at the Division Headquarters, dismissing fears that he would harass those who did not support him in the recent elections.

“I want to ask the staff at Northern Division to take heart. Let them continue executing their duties as stipulated in their contracts. My plan is to bring everyone back together, ensuring the proper implementation of government programs with transparency and accountability to the people who entrusted me with their mandate,” he said.

Meanwhile, he expressed gratitude to those who voted for him and outlined some of his plans for youths, women, and other special interest groups. These include establishing a recreation center for sports and drama and skills development.

Tushabomwe also hinted at opening up all community roads to enable residents of Northern Division to avoid building houses in areas originally designated for road construction.

“When we open up all the roads in the division, our people will know where to construct and which areas to reserve for road development,” he concluded.
