Rukiga RDC Warns Against Hosting Unregistered Foreigners

Rukiga, Uganda – The Rukiga District RDC, Mr. Kamusiime Zadok, has cautioned Local Council leaders and village stakeholders against hosting unregistered foreigners in their villages.

This warning was issued during a meeting with Muhanga Town Council leaders and technical staff on Tuesday, April 29, 2025, to discuss monitoring government initiatives and security-related issues.

During the meeting, leaders learned that Rukiga District’s border with Rwanda makes it vulnerable to security threats, as some Rwandan nationals sneak into Uganda and engage in illicit activities like theft and prostitution.

RDC Zadok emphasized that while the East African Community Treaty allows for free movement among member states, following protocols and regulations is crucial.

The RDC urged LC chairpersons to register and keep records of new residents in their areas, stressing that harboring undocumented foreigners poses security concerns.

“While the East African Community Treaty and Common Market Protocol permit free movement among member states, we must ensure all individuals within our jurisdiction comply with security protocols. LC Chairpersons, please register and maintain records of people in your areas,” RDC Zadok emphasized.

Mugarura Wensi, the LC I Chairperson of Ruhonwa cell, Butare ward, Muhanga Town Council, highlighted challenges faced by LCs in registering tenants, citing landlord resistance.

Chairman Wensi confirmed that landlords often view LCs as a threat when they attempt to check on tenants and only involve them when serious issues arise.

Rukiga District Governor Robert Mbabazi Kakwerere, who also attended the meeting, raised concerns about garbage accumulation on the Muhanga-Kisizi Road, urging the Town Council leadership to resolve the issue promptly.

He called for political leaders to promote harmony and avoid politics of hatred, referencing the district’s past history of violent politics.

“We had dangerous politics in Rukiga district, especially during the 2001 general elections. We must ensure that such history doesn’t repeat itself. Let’s approach this season with diligence and harmony, recognizing that there’s life after politics,” said Kakwerere Robert.

The meeting was attended by Assistant RDCs, the Rukiga Vice Chairperson Hon. Jacklin Rwecurenga, Muhanga Town Council leaders, technical staff, and LC chairpersons.
