RUKUNGIRI – The two Rukungiri district Members of Parliament have agreed to an innovative power‑sharing arrangement, splitting the Roads Committee’s five‑year leadership term equally after their election ended in a tie.

Mathias Gwabugumi each secure four votes, resulting in a tie that threatened to stall the committee’s operations.
Members unanimously agreed to split the committee’s five‑year chairmanship equally between the two candidates, ending the stalemate and allowing critical work to begin, a move widely praised as putting development above division.
The meeting attracted top leaders, including Minister for Security Hon. Rtd. Maj. Gen. Jim Katugugu Muhwezi, MPs Hon. Gen. Henry Tumukunde and Hon. Mathias Gwabugumi, as well as the District LCV Chairperson.
The meeting was also attended by the district CAO, Municipal Mayor, and the District Engineer, whose collective attendance reflected the unity and high stakes surrounding the committee’s leadership and its impact on Rukungiri’s future.
Addressing the members during the swearing-in ceremony, Hon. Mary Paula Turyahikayo welcomed the arrangement with enthusiasm, pledging to work closely with her colleagues to advance development across Rukungiri District.
The legislator further encouraged the young people to embrace transparency, accountability, discipline, and hard work as fundamental values for national development.
The Minister for Security in Uganda, Maj. Gen. Jim Muhwezi, described the outcome as a powerful demonstration of unity and political maturity, emphasizing that the leaders had chosen cooperation over division.
He applauded his colleague, Gen. Henry Tumukunde, and other leaders for fostering a spirit of collaboration, noting that unity is essential for effective service delivery and meaningful development in the district.
“What we have witnessed today is a shining example of leadership that puts the people first. When leaders prioritize development over personal ambition, our communities reap the benefits,” Minister Muhwezi said.

Minister for Gender, Labour and Social Development Gen. Henry Tumukunde called for teamwork, urging committee members and district leaders to maintain the cooperative spirit displayed during the meeting.
Gen. Tumukunde further reminded them that the power-sharing deal was not about individuals but about showing the people of Rukungiri that their leaders are truly committed to their welfare.
“The people of Rukungiri are watching, and they deserve leaders who can work together. This power-sharing arrangement is not just about two individuals; it is about showing our community that we are committed to their welfare above all else,” Gen. Tumukunde stated.
