Retired Captain Kivumba Pledges to Unlock Rukiga’s Hidden Strengths

RUKIGA, UGANDA – Retired Senior Army Officer Captain Damson Christmas Kivumba, an aspiring Legislator for Rukiga County, has pledged to prioritize revealing and elevating the hidden strengths of Rukiga District if elected to Parliament.

Capt. Kivumba outlined a compelling vision for the constituency in his end-of-year address to the media on Monday, pledging to make the revelation and elevation of Rukiga’s “hidden strengths” the cornerstone of his parliamentary tenure.

He declared Rukiga a cradle of untapped potential, positioning himself as a leader ready to transition from securing the nation to championing its grassroots prosperity with the same dedication.

“Our district is a cradle of untapped potential. Having served in the noble role of protecting our peace, I now wish to channel that same dedication into championing the growth and prosperity of Rukiga,” Kivumba declared.

The candidate, who is affiliated with the Patriotic League of Uganda (PLU), pinpointed three critical sectors ripe for transformation: Agriculture, Tourism, and Mineral Resources.

He argued that with strategic focus and advocacy in Parliament, these pillars could be leveraged to spur sustainable economic growth, create jobs, and improve livelihoods across the district.

Kivumba called upon the people of Rukiga to turn out and cast their votes decisively on January 15, 2026, linking their local progress to national stability as the busy electoral period approaches.

“I urge you to turn up early and overwhelmingly vote for President Yoweri Kaguta Museveni for continued national leadership, and for me as your Rukiga County Member of Parliament. This dual mandate is essential for the continued peace and prosperity we enjoy, ensuring it cascades down to every corner of our district and country,” Kivumba stated.

With the end of 2025, Ugandans nationwide are turning their eyes to January, a pivotal month for the electoral process with many decisions to make on local representation.

The campaign in Rukiga District is crystallizing around a promise of discovery and development, as Rtd. Capt. Kivumba banks on his record of service and a clear blueprint for unlocking the district’s future.
