RUBIRIZI – The Rubirizi District Council has approved a record 36.4 billion shilling budget for FY 2026/2027, a strategic fiscal plan aimed at raising household incomes and delivering critical community-uplifting services.

Presenting the budget highlights, Rubirizi District Planner Atwine Albert explained that the fiscal plan is strategically designed to increase household incomes and deliver critical services that uplift the community.
He described the budget as a contract with the people rather than mere numbers, stating that it aims to improve service delivery and accelerate infrastructure projects, especially roads, to spur equitable development.
The district’s 2026/2027 budget allocations place education as the top priority, taking the lion’s share with 15.4 billion shillings, followed by health at 6.9 billion shillings.
Other departmental allocations include Administration at 5 billion, Production at 2.3 billion, Roads and Engineering at 1.74 billion, Water and Sanitation at 966 million, Tourism and Trade at 525 million, and Natural Resources and Environment at 447 million.
Presiding over the council session, Speaker Katesigwa Steven underscored that transparency and accountability form the backbone of the new budget, warning the era of laxity is over as focus shifts strictly to service delivery.
He issued a stern directive to government workers and officials implementing the budget: any misuse of public resources will lead to immediate arrest and prosecution, urging them to use funds properly or face the full weight of the law.
“This budget is a covenant with the people of Rubirizi. Every shilling must be accounted for, every project must serve the community, and every official who betrays that trust will face the full weight of the law. The era of impunity is over; service delivery is now non-negotiable,” stated Speaker Steven.
Rubirizi District Chairperson Agaba Silvester emphasized that the budget prioritizes three critical pillars for the coming year: infrastructure development, human capital development, and climate change mitigation.
He appreciated the outgoing leaders for their collective efforts over the last five years, acknowledging they laid a strong foundation in socio-economic transformation with remarkable unity and cooperation.
“This budget is our roadmap to a resilient Rubirizi. We are planting three seeds for the future: strong roads and clinics for today, educated and skilled youth for tomorrow, and a protected environment for generations to come,” stated Agaba.
The district boss further urged departing officials to remain calm, focused, and committed as they transition, assuring the community that the groundwork laid will ensure continued progress.
