RUKIGA – The Rukiga District Council has unanimously approved the appointment of Ndyabahika Web as the Chairperson of the District Service Commission Committee in a resounding display of political unity and legislative diligence.

The council session, presided over by District Speaker Rt. Hon. Oscar Akampurira, marked a pivotal administrative moment, with newly elected majority councillors infusing fresh energy and a renewed commitment to transformative governance.
Alongside Mr. Web, the council greenlit a formidable team of Service commissioners, including Dr. Niwagaba Bernard, Mr. Ndyomugyenyi Julius (representing PWDs), Mrs. Bashemera Calvin Rumasha (Women’s Representative), and Mrs. Muheirwe Enid Naturinda (Urban Council Representative).
Presenting the committee for approval, District LC V Chairperson Hon. Simon Mutebi Rwamagyenda commended the appointees as exceptionally qualified individuals with distinguished service histories.
The district Chairperson emphasized that their wealth of experience and firm commitment to integrity would ensure a transparent and equitable recruitment process for the district’s civil service.
“These individuals have served in various capacities in the past and possess the integrity and experience necessary to steer our civil service recruitment process fairly,” Chairperson Simon stated.
The assembly also approved Hon. Arinaitwe Sylvia, the Woman Member of Parliament for Rukiga District, and district LC V female Councilor Hon. Asiimwe Beatrice to oversee the vital water and sanitation sector.
Mrs. Marie Basobokwe Alice and Mr. Turyamubugana George assume roles on the District Land Board, while Hon. Nkamushaba Jackline was approved as the council representative on the Board of Governors for Muhanga Progressive Secondary School.
Additionally, Hon. Karungi Moreen received the nod to represent the council on the Board of Governors for Rwamucuu Seed Secondary School, with both appointees mandated to focus on ensuring sustainable services to the public.
The District Speaker, Rt. Hon. Akampurira Oscar, thunderously charged the newly constituted council with an unwavering call to selfless service, urging them to place the welfare of their electorate above all personal ambitions.
He reminded councillors to prioritize the interests of the electorate above personal gain, urging them to focus on presenting issues that genuinely address community challenges and enhance service delivery.
The District Chairperson Hon. Simon Mutebi Rwamagyenda called for seamless cooperation between political leaders and technical staff to ensure the smooth running of the district.
He issued a stern warning against corruption, declaring that his leadership would work tirelessly to root out the vice, particularly the demand for money in exchange for civil service recruitment.
“We shall not rest until every shadow of corruption is banished from our district, beginning with the vile practice of demanding money for government jobs. My leadership stands firm: no bribe will buy a position, and no citizen will be denied their rightful opportunity. Let us work together, hand in hand, to build a Rukiga defined by integrity, transparency, and service to the people,” Simon noted.
The Resident District Commissioner (RDC), Mr. Katusiime Zadock, addressed the council on civic responsibility, urging leaders to empower locals to participate in the mandatory National Cleaning Days held on the last Saturday of every month.
He also cautioned leaders against acting on mere rumors of corruption, advising them to gather solid evidence before making accusations regarding any suspected misappropriation of funds.
The highly productive session was attended by a full house of technical staff led by the District Chief Administrative Officer (CAO), Ms. Shariff Nakintu, alongside Assistant RDCs, and the district security team under the command of the District Police Commander (DPC), SP Twinomugisha Steven.
