Kibaale Scandal Widens: CAO Released on Bond, Engineer Still at Large as IG Deepens Investigation

KAMPALA – The Inspectorate of Government (IG) has impounded a district bulldozer and arrested the Kibaale Chief Administrative Officer (CAO) following a dramatic spot-check that exposed alleged misuse of public property.

The heavy-duty machine, registration LG 0028-19, valued at UGX 600 million, now rests under lock and key at Kibaale Central Police Station, following a joint operation by the IG’s Hoima Regional Office and the Police.

The seizure comes amid disturbing allegations that the public asset was being irregularly hired out to Karukana Enterprises Ltd for private enrichment, a blatant violation of the laws governing government property.

Reliable sources have placed Chief Administrative Officer Mr. Katotoroma John and District Engineer Mr. Bagire Chrizestom at the center of a district investigation linked to alleged irregularities in public procurement and resource management.

The two are accused of orchestrating an illegal leasing scheme that reportedly bypassed competitive bidding, undermined transparency, and betrayed public trust for personal benefit.

Katotoroma was arrested, held at Kibaale Central Police Station, and released on police bond, while Mr. Bagire remains at large after being summoned to the IG’s Hoima Regional Office.

The Inspectorate has confirmed its probe under Section 9(5) of the Anti-Corruption Act, Cap. 116, vowing to leave no stone unturned while firmly declaring that government resources must be managed lawfully, transparently, and solely for the public benefit.

The IG has since reiterated its unwavering dedication to safeguarding public assets and rooting out corruption at every level, sending a clear and resolute message that any misuse of office will never be tolerated.

The public has been urged to remain vigilant and report suspected abuse of government property, as the Inspectorate intensifies its efforts to safeguard public assets and uphold accountability across all districts.

The investigation remains vigorously active, with additional arrests and asset recoveries firmly anticipated as the Inspectorate continues to gather and scrutinize further evidence in the coming days.
