RUBIRIZI – The lower local council chairpersons at LC1 and LC2 levels have unequivocally cautioned against the fraudulent misuse of government-issued office stamps for personal enrichment or illicit private advantage.

Dangerous decried the misuse of government stamps by LC1 and LC2 chairpersons for personal enrichment, calling it a flagrant violation of the Leadership Code that undermines grassroots service delivery.
He warned that the practice would not go unpunished, stressing that offenders would be arrested and charged, as it has directly contributed to the district’s security challenges.
“Some LC1 and LC2 chairpersons are using government stamps for their own benefit. This goes against the Leadership Code, which requires leaders to serve the people with honesty. Anyone caught under this act will be arrested and taken to court. This problem has caused insecurity and made people lose trust in their leaders,” cautioned Dangerous.
The meeting, which drew participation from local leaders, security agencies, and technical staff across the district, was designed to foster a culture of collective responsibility in safeguarding peace and security within the community.
Presiding over the meeting, Capt. Peter Tubamanya, the Regional Internal Security Officer, said the gathering was called to assess strategic priorities for consolidating stability and strengthening the district’s defence posture.
He urged local leaders, security agencies, and technical staff to uphold discipline, professionalism, and unwavering commitment in safeguarding the peace and sovereignty of Rubirizi residents.
“We reaffirm our commitment to strengthening defence capacity to ensure that Rubirizi remains secure and firmly focused on its social and economic transformation agenda,” Capt. Tubamanya stated.
Rubirizi LC V Chairperson Agaba Obed Byakureka noted the alarming rise in domestic violence and called on leaders to unite in ending the vice, strengthening informant networks, and speeding up information sharing with police for rapid response.
He also urged government workers to uphold transparency, accountability, and service excellence, stressing that such negative behaviors erode service delivery and will be firmly addressed through proper channels.
“Domestic violence is rising in our families and this worries us. I ask leaders to unite, strengthen informant networks, and help police respond faster. I also ask government workers to be honest and serve the people well. Bad behavior hurts service delivery, and we will stop it through proper channels,” said Chairperson Byakureka.
Chairperson Byakureka further pledged the district’s unwavering commitment to forging robust partnerships with security agencies via sustained sensitization and awareness initiatives throughout Rubirizi.
Rubirizi Woman MP Hon. Arinitwe Jeniva Nalongo urged government workers and local leaders to be exemplary, warning that absenteeism and misuse of public property would attract discipline.
The MP called on LCs, security agencies, and religious leaders to step up domestic violence sensitization, urging residents to report early and support agencies, emphasizing that security is a collective duty requiring teamwork.
“Leaders must protect families and public resources. I call on LCIs, LCIIs, security agencies, and religious leaders to step up sensitization on domestic violence. Residents must support security agencies against criminals. We need teamwork for strong partnerships,” MP Jeniva stated.
The meeting tackled key security issues such as cattle rustling, land disputes, theft, domestic violence, school dropouts, and worker absenteeism, while urging more community policing in hotspot areas.
The security committee agreed to boost joint operations, revive community watch, intensify domestic violence awareness, enforce staff discipline, end stamp misuse, and assess progress at next month’s meeting.
Ultimately, the meeting reflected a strong, shared resolve among all stakeholders to preserve Rubirizi’s peace, security, and enabling environment for transformation.
