Know Your Budget 2026/27: Shs 10.21 Trillion Allocated to Security, Governance, and Rule of Law

KAMPALA – The Government of Uganda has unveiled a record Shs 10.21 trillion for Security, Governance, and Rule of Law, the largest single-sector allocation in the Shs 84.39 trillion FY 2026/27 Budget.

The budgetary envelope, themed around resilience and modernisation, targets critical pillars ranging from military might to digital defence.

At the forefront is the continued modernisation, training, and welfare enhancement of the Uganda Peoples’ Defence Forces (UPDF), ensuring that the men and women in uniform are equipped, skilled, and motivated to protect Uganda’s sovereignty.

Infrastructure takes centre stage with the completion of two monumental projects: the National Referral Military Hospital and the UPDF Headquarters, which promise to elevate medical support for personnel and streamline command operations.

With regional dynamics in flux, the budget prioritises the strengthening of border security through advanced surveillance and rapid-response mechanisms.

Concurrently, a significant chunk of the funds will be channeled into cybersecurity and protection of critical national infrastructure, recognising that the new frontline of defence lies in the digital realm. This includes safeguarding power grids, financial systems, and communication networks from emerging threats.

Meanwhile, the government is doubling down on community policing and crime intelligence, aiming to bring law enforcement closer to the people while harnessing data-driven strategies to preempt criminal activity.

Immigration services will receive a technological boost to accelerate NIN/ID enrolment and e-passport issuance, promising faster, more secure identity management for all Ugandans.

In a powerful signal of zero tolerance for impunity, the fight against corruption has been explicitly funded, a move that aligns with public demand for transparency.

Complementing this, the Administration of Justice receives Shs 665.55 billion, while Legislation and Oversight gets Shs 1.23 trillion to strengthen the legal framework and parliamentary scrutiny.

The budget carries a soft touch: continued cattle restocking in the Acholi, Lango, and Teso sub-regions. The initiative aims to heal post-conflict scars and restore livelihoods, demonstrating that security is not just about guns and gates, but also about economic dignity and social stability.

While Security leads with Shs 10.21 trillion, other sectors are equally robust: Transport Infrastructure gets Shs 8.79 trillion, Education Shs 6.66 trillion, and Health Shs 5.23 trillion, reflecting a holistic approach to national development.

The Security allocation, however, sends a clear message: Uganda is investing heavily in the rule of law and public safety as the bedrock upon which all other prosperity must be built.
