KAMPALA, UGANDA – The President of Uganda, H.E. Yoweri Kaguta Museveni, has granted a presidential pardon to 143 prisoners, primarily petty offenders, in a significant move to decongest the country’s correctional facilities.
Thank you for reading this post, don't forget to subscribe!The decision was formalized through an official Instrument of Pardon, signed by the President in accordance with Article 121(4)(a) of the 1995 Constitution of the Republic of Uganda.
The Uganda Prisons Service was notified of the pardon in a letter from the Attorney General, Kiryowa Kiwanuka, to the Commissioner General of Prisons dated November 13, 2024.
The letter instructed the prisons authority to take “appropriate action” and to notify the Attorney General’s office once the release process was complete.
The Uganda Prisons Service spokesperson, Frank Baine, confirmed to the press that the pardon followed recommended procedures and the advice of the Prerogative of Mercy Committee.
He stated that the comprehensive list of the 143 beneficiaries was issued by the Prisons Headquarters on November 19, 2024.
The list includes individuals from across the nation, such as Anyango Edith, Bwambale Peter, Tumwijukye Josephat, Candano Paul, Katerega Ibra, Nangobi Monica, and Loyce Kyobuhooro, among others.
The exercise is part of the government’s ongoing strategy to manage prison populations by releasing individuals convicted of minor offences, thereby alleviating overcrowding and its associated challenges.
The Prisons Service is now processing the releases and is expected to formally confirm the completion of the exercise to the Attorney General’s office in the coming days.
