The training aims to strengthen the committee and ensure its effective functionality.

This initiative is part of the Ministry’s efforts to build capacity and enhance transparency and accountability in local governments.

Similar training programs have been conducted in other districts, targeting council members, statutory bodies and department heads.

These programs focus on equipping participants with necessary skills for effective job performance, local economic development and inclusive governance.

Kabale District Local Government has faced challenges in establishing strategic training functions due to systemic capacity and budgetary constraints.

A study revealed that 60% of education and health workers lack skills for modern monitoring, surveillance, data management and community engagement.

Limited training contributes to low employee productivity and poor performance in key service delivery indicators.

According to the Officials the training is expected to have a positive impact on the district’s socioeconomic progress by enhancing the capacity of local government structures.

Effective training and skills development are recognized globally as strategic imperatives for boosting organizational performance, productivity and quality service delivery.
