Rukiga Unveils UGX 26.4 Billion FY 2026/27 Budget with Focus on National Priorities

RUKIGA, UGANDA – Rukiga District has unveiled a proposed UGX 26.4 billion budget for the 2026/2027 Financial Year, with 96.9% of the funding expected from the Central Government and the remaining 3.1% from local revenues and donor funding.

The figures were presented by the Rukiga District Chief Administrative Officer, Ms. Nakintu Sharifah, during a high-level local government budget conference held on Tuesday at the District Rukiko Hall.

In her address, CAO Nakintu explained that the national budget for FY 2026/27, themed “Full Monetisation of Uganda’s Economy,” will be the second implemented under the Third National Development Plan (NDPIII).

She noted that the district’s budget will align with national priorities by focusing on key sectors such as Agro-Industrialisation, Tourism, Minerals, and Science & Technology, with the Parish Development Model highlighted as a central pillar for these efforts.

Nakintu also announced that, guided by new census data, the district will fully implement a directive requiring Parish Chiefs to annually monitor and report on local economic performance.

“The national budget’s focus on fully monetizing Uganda’s economy aligns with our local plans. We will prioritize these key sectors and, using new data, require our Parish Chiefs to annually report on economic performance to boost accountability,” Nakintu stated.

The District Vice Chairperson, Hon. Nkamushaba Jackline, emphasized that the upcoming work-plan and budget will directly incorporate priorities from Lower Local Governments.

She outlined a community-focused plan for council approval aimed at infrastructure development, job creation, and agricultural support to boost food security and exports.

“Our focus will be unwavering on critical areas that drive sustainable development. We will place significant emphasis on promoting infrastructure, particularly in our road networks, and investing in our people through human capital development, encompassing Education, Health, and crucial Community Mobilization for Mindset Change,” Nkamushaba stated.

The finalized priority interventions, which also focus on agro-industrialisation and climate change mitigation, will now be presented to the District Council for approval before being formally incorporated into the 2026/2027 budget.

Among the attendees was the General Manager of Rukiga SACCO, Midius Kabajurizi, who confirmed the SACCO’s commitment to collaborating with the district on various financial initiatives.

The conference was also attended by the Rukiga Assistant RDC, Mr. Gibbs Barigayomwe; the District Speaker, Rt. Hon. Akampurira Oscar; district councilors; and several development partners.
