KABALE, UGANDA – NRM leaders, led by the Presidential Adviser on Agriculture, Ms. Peace Rugambwa, have conducted several meetings with selected groups in Kabale District to mobilize support and demobilize residents ahead of the upcoming visit of NUP Presidential candidate Robert Kyagulanyi Sentamu, who is expected to campaign in Kabale today.

Ms. Rugambwa was accompanied by several Kabale District NRM flagbearers, including Kabale District Woman MP contestant Enid Origumisiriza, LC.5 Chairperson contestant Denis Nzeirwe, Kabale Municipality Mayor contender Sam Arnaitwe, among others.
The meetings, reportedly coordinated by the office of the Resident District Commissioner, took place at various venues, including Kabale Municipal Stadium, Rose Gardens, and Hiltop Kabale.
A recording from Kabale Municipal Stadium shows Ms. Rugambwa urging members of the Ghetto community not to attend Kyagulanyi’s rally and, if possible, to stay out of town until he departs.
The group at Kabale Municipal Stadium included Ghetto dwellers, street kids, street vendors, and commercial sex workers.
Ms. Rugambwa described Kyagulanyi merely as a musician visiting Kabale and begged the group not to welcome him. She added that if they do, her associates from Kampala would report her as a failure.
“I plead with you, do not follow that musician. These people you see are from Kampala to monitor, and they will conclude that I failed. Thank you for accepting not to fail me,” she said.

In an interview, one of the Ghetto dwellers revealed that Ms. Rugambwa injected Shs. 15 million into the Kigezi Ghetto Friends Association SACCO, while other groups were asked to form associations to qualify for similar support. He also noted that the commercial sex workers became somewhat chaotic, receiving Shs. 200,000 to calm them down.

Kabale District NUP Chairperson Derrick Katebire disclosed that they uncovered another scheme by the same NRM group to disrupt Kyagulanyi’s supporters by locking them at the UNITE Campus—formerly National Teachers College (NTC)—in Kabale. He explained that the plan was to gather the supporters in one place, cook for them, and keep them busy until Kyagulanyi leaves. He warned that once they step into the venue, the targeted group would not be allowed to leave, even in case of an emergency.

Katebire stated that the National Unity Platform is unbothered by these tactics. He pointed out that similar strategies had been employed by the NRM in Mbarara, Ntungamo, and Rwampara districts, but they ended in disappointment as large crowds gathered to welcome Kyagulanyi.
“You can’t stop a revolution whose time has come,” he asserted.

According to Katebire, Kyagulanyi’s program for November 10, 2025, includes campaigns in Rukiga District in the morning and Kabale in the afternoon. He will then proceed to Rubanda on Tuesday, followed by Kisoro, Kanungu, and Rukungiri, to conclude his Kigezi Region campaigns.
Meanwhile, President Museveni’s Campaign Posters have been raised allover Kabale town streets as Kyagulanyi approaches. Two days ago, large campaign posters were attached on every Street light pole along Mbarara-Kabale-Kisoro road, and a large billboard raised at Makanga road, near Full gospel Church.
The NRM candidate, Yoweri Kaguta Museveni, is scheduled to kickstart his Kigezi Region campaigns on November 24, 2025 and he is expected to be in Kabale District on November 25.
