Following explosive complaints from residents at the International Ombudsman Day event, including poor roads, PDM irregularities, school fees extortion, and a fisheries crisis, the CAO has ordered all civil servants to prepare "without excuse." The Minister for Local Government, Balam Barugahara, is expected in the district on October 29, 2026, in the wake of a storm of corruption and service delivery complaints raised by frustrated residents during a recent public dialogue.

The district remains on high alert following a directive issued by the Office of the Chief Administrative Officer (CAO), Nshekanabo Amidu, in an official circular dated October 15, 2026, ordering all civil servants to prepare for the Minister’s visit without excuse.

The Minister’s visit is a direct response to issues that surfaced during the commemoration of International Ombudsman Day, held in Rubirizi on October 8, 2026. The event, organized by the Office of the Inspectorate of Government (IGG), provided a platform for angry residents to expose several service delivery failures and alleged corrupt practices.

According to the CAO’s circular, key concerns raised by the public included the poor state of roads across the district and alleged extortion and irregularities in the implementation of the Parish Development Model (PDM).

The circular further highlighted exorbitant fees being charged in public schools and a deepening crisis in the fisheries sector on Lake Edward, Lake George, and other water bodies.

A series of stringent directives have been issued to all heads of departments, sub-sector heads, headteachers, health facility in-charges, sub-county chiefs, town clerks, extension workers, and parish chiefs.

Officers have been ordered to review the concerns raised during the IGG visit within their respective areas, establish the facts, and ensure all records and reports are up to date and readily available for verification.

The officers were tasked with communicating any new concerns requiring the District Administration’s attention and ensuring all activities are conducted in accordance with established procedures, with all technical staff required to attend the engagement.

Meanwhile, the heads of departments were told to present their performance reports to the District Executive Committee on October 20, 2026, and the Records Officer must ensure each officer personally acknowledges receipt of the letter.

Minister Balam Barugahara’s visit is seen as a critical test for the district’s leadership, with residents eagerly waiting to see if their voices will lead to tangible action against the alleged corruption and mismanagement.
