Adopted on 9 March 2026 and announced on 13 March 2026, the policy covers all government institutions and Uganda’s Missions abroad, aiming to help citizens understand government programmes and take part in decisions that affect their lives.

President Museveni stressed the need for clear and consistent government communication, and called on institutions to work together so citizens understand government policies, programmes and development initiatives.

He also pledged to increase funding for government communication, showing the administration’s strong commitment to effective public engagement and keeping citizens well informed.

The Ministry of Information, Communications Technology & National Guidance will spearhead the implementation of the policy, coordinating government communication, setting standards, following up on Cabinet decisions, and overseeing compliance.

Speaking at the launch, Minister of ICT and National Guidance Justine Kasule Lumumba noted that the policy marks a new era in government communication, ensuring institutions speak with one voice and citizens receive timely, accurate, and accessible information.

The Minister noted that implementation will be supported by key institutions such as the Uganda Broadcasting Corporation, Uganda Media Centre, and other communication bodies, with a Secretariat in the Ministry coordinating their work.

“This policy marks a new era in government communication. It ensures government speaks with one voice and citizens get timely, accurate information. Implementation will be supported by UBC, Media Centre, GCIC, Vision Group, UCC, NITA-U and Media Council, with a Secretariat in the Ministry coordinating,” said Minister Kasule Lumumba.

The Minister added that each government institution will remain responsible for explaining its programmes and preparing information for the public, while the Ministry will help them prepare communication strategies that follow the policy.

The policy was developed through wide consultations with public and private stakeholders, including the Cabinet Secretariat, government institutions, communication professionals, and the Advisory Taskforce.

Meanwhile, all Ministries, Departments, Agencies, and Local Governments will have to include communication in their programmes and projects, and their strategies must follow the National Communication Policy 2026.

According to the ministry’s directives, implementation will begin immediately, with sessions set to be held that clearly explain the policy and help government institutions fully apply its requirements in their daily work.
