Uganda Launches Ebola Accountability Forum to Track Pledged Resources

KAMPALA – The Minister of Health, Dr. Chris Baryomunsi, has acknowledged that the Ebola outbreak was brought under control due to the swift, coordinated, and selfless support from various international agencies and governments.

The Minister made the statement on Tuesday while officiating at the Ministry of Health’s high-level Ebola Accountability Forum in Kampala, an initiative aimed at entrenching good governance and fostering mutual trust.

The gathering, supported by the World Health Organization (WHO) Uganda, marks a critical transition from emergency response to ensuring that every resource pledged and utilized during the recent outbreak is fully accounted for.

Minister Baryomunsi expressed profound gratitude to all partners for their invaluable support, which he described as the backbone of Uganda’s successful containment efforts.

He further called for continued collaboration, urging partners to extend the same expertise and resources to support the Democratic Republic of the Congo in ending the epidemic at its source.

“Uganda’s containment success stands on the invaluable support of our partners. That same spirit of collaboration must now reach the Democratic Republic of the Congo to end the epidemic at its source,” said Minister Baryomunsi.

The Director General of Health Services, Prof. Charles Olaro, explained that the forum has two core objectives: reviewing financial accountability and updating stakeholders on the current Ebola situation in Uganda.

He added that the meeting seeks to align partner resources with national priorities, ensuring that lessons from past spending inform the effective use of remaining funds to protect the population and assist regional neighbors.

“We are here to align partner resources with the Ministry’s evolving response priorities. This forum is about ensuring that as we look back at what we have spent, we are also looking forward to how we can best utilize remaining resources to safeguard our population and support our neighbors,” stated Prof. Olaro.

The Permanent Secretary, Dr. Diana Atwine, lauded the United Kingdom, the EU, and several Middle Eastern nations for standing with Uganda by not imposing travel bans when others might have done so.

She described their belief in Uganda’s capacity as a profound expression of genuine partnership and pledged to uphold that confidence through transparent financial and operational accountability.

“You believed in us and believed in our capacity. When others might have closed their borders, you kept them open. This speaks volumes about the true partnerships we have with you. It is a testament to the trust you place in Uganda’s health system, and we are determined to honor that trust through these accountability mechanisms,” Dr. Atwine said.

The Ebola Accountability Forum is expected to continue over the next few days, with technical sessions dedicated to auditing supply chains, reviewing financial disbursements, and planning for cross-border health security.
