In a social media post that has since attracted widespread attention and drawn mixed reactions, Kassim expressed gratitude to President Yoweri Kaguta Museveni for appointing Musasizi as Minister of State for Finance.

State Minister of Finance Henry Musasizi.

“Under his leadership as State Minister of Finance, the country has benefited from his knowledge and guidance, both on the floor of Parliament in advancing economic progress and at the district level,” Kassim stated. He added that  “Rubanda District has experienced a tremendous leap forward due to his partnership with the district chairman.”

Kassim further cautioned the people of Rubanda East against taking Musasizi’s position for granted, remarking in Rukiga, “Ogu mushaija Mutamukwata eijaga.”

During the July 17, 2025 NRM Primary Elections, Minister Musasizi defeated his sole challenger, former Rubanda District LC.5 Chairperson Jogo Kenneth Biryabarema. The two are set to face each other once again in the forthcoming general election after Jogo opted to contest as an independent candidate. This will mark the fourth electoral contest between Musasizi and Jogo, with Musasizi having emerged victorious in the previous three encounters.

About Kassim.

Sheikh Kassim Kamugisha is widely known for his strong mobilization skills and close ties with youth involved in politics, particularly in Kabale District. He is a director at K-Town FM Radio in Kabale Municipality , and  Chairperson of the Kigezi Emcees and Panelists Association.

He has previously served as Deputy RDC Wakiso, DRCC Nakawa, and NRM Youth Chairperson for Kabale District. He was also the NRM flag bearer for the Kabale Municipality parliamentary seat but lost the 2021 general election to the incumbent, Dr. Nicholas Kamara. He later unsuccessfully contested for the same seat in the 2025 NRM primary election , and opted not to stand as an independent candidate, citing his loyalty to the NRM party.

Since then, Kassim has remained actively involved in mobilization and campaign activities for President Yoweri Kaguta Museveni, particularly in Western Uganda under the NRM and Patriotic League of Uganda – PLU Banner.

His endorsement of Minister Henry Musasizi was posted on December 17, 2025, just four weeks ahead of the general election scheduled for January 15, 2026.
