KABALA – The Kabale District LC.5 Chairperson, Nelson Nshangabasheija, has delegated the Secretary for Finance, Planning, and Administration, Ms. Bridget Asinga Tumwesigye , to present the 2026/2027 financial year Budget Estimates for approval.
Thank you for reading this post, don't forget to subscribe!The decision comes in the wake of chaotic previous council sessions, during which Nshangabasheija, Patriotic No. PO 019 of the Patriotic League of Uganda (PLU), clashed with the Kabale District Speaker of Council, Ms. Flavia Nyinakiiza Kanagizi. The heated council sessions, held towards the end of March 2026, climaxed with the Vice Chairperson laying the budget and the suspension of the District Chairperson for two council meetings.
Mr. Nshangabasheija has since suspended the Vice Chairperson, Ms. Miria Akankwasa Tugume, accusing her of laying the budget without his consent. In a letter dated April 1, 2026, he accused her of “Gross Misconduct” and warned that no one should conduct any business with Ms. Asinga in her capacity as Kabale District Vice Chairperson until further notice. The Chairman also announced plans to establish a special commission to investigate Ms. Akankwasa’s conduct.
This development raised questions about who would present the motion to approve the District Budget, given that the Chairperson was barred from attending two council sessions and his Deputy was suspended. However, in a letter dated April 14, 2026, Mr. Nshangabasheija delegated the task to Ms. Bridget Asinga, the District Secretary for Finance, a former Vice Chairperson, the Female L.5 Councilor for Kyanamira Subcounty, and the Acting NRM Chairperson in Kabale District.
In his letter addressed to Ms. Asinga, Mr. Nshangabasheija stated that he would be out of the district on official duty, participating in a workshop organized by the Office of the Prime Minister from April 15 to April 17. He instructed her to represent him during the council session scheduled for April 17, 2026, where she is expected to move the motion for the approval of the District Budget Estimates for the 2026/2027 financial year.
The Chairman further emphasized that this delegated authority pertains solely to the council meeting on April 17, 2026, and any other official engagements on that day.
The letter seen by this website, signed by Nshangabasheija, was copied to the Speaker of Council, Clerk to Council, Resident District Commissioner, and Chief Administrative Officer.
It remains unclear whether the District Chairperson’s directives will be followed, especially given his recent disputes with the Speaker of Council, which resulted in his suspension from attending the next two meetings.
Meanwhile, the suspended Vice Chairperson, Ms. Miria Akankwasa who also serves as the Female LC.5 Councilor for Kahungye Sub-county, has not publicly commented on the fallout with her boss, and neither has Nshangabasheija made public comments on his suspension from the District Council.
