Hon. Baryayanga painted a picture of a municipality grappling with deteriorating public facilities, pointing directly to unrenovated health centers and schools that he claims have seen little progress since his previous term ended.
A key example cited by the candidate was the Kashanje Gravity Flow Scheme, a critical water project serving the Northern Division of Kabale Municipality.
He lamented that the scheme has been left non-functional and “effectively forgotten,” falling into a severe state of disrepair in the years following his departure from the House.
“The people of Kabale Municipality deserve better. I am committed to using the office of the legislator to revamp these backsliding initiatives. We will not rest until the municipality is shining again, and the well-being of our people is restored. This is my pledge,” Baryayanga said.
The campaign rally was headlined by the NRM Presidential Candidate, H.E. Yoweri Kaguta Museveni, who began his campaign trail in Rukiga District before arriving in Kabale.
President Museveni charged the people of Kabale to place their trust in all NRM party flag bearers and send them to the next Parliament to ensure continuity of government programs.
The event demonstrated a strong show of force for the ruling party, attracting high-profile officials including Parliamentary Speaker Rt. Hon. Anita Among and NRM Secretary General Rt. Hon. Richard Todwong.
The rally also featured a powerful contingent of Kigezi leaders, including former Prime Minister Dr. Ruhakana Rugunda and ministers Dr. Chris Baryomunsi, Henry Aliganyira Musasizi, and David Bahati, underscoring the region’s significance.
With the party’s full weight behind him and a clear campaign message focused on resuming stalled development, Hon. Baryayanga has positioned his bid as a mission to return progress to Kabale Municipality.
