KISORO, UGANDA – Bufumbira North legislator Hon. Kamara John Nizeyimana has declared an end to the cycle of residents creating man-made disasters only to seek relief from the Office of the Prime Minister.

The incident, which occurred after heavy rainfall, has exacerbated flooding that displaced families and destroyed crops, fish ponds, and beehives.
Residents had organized a community effort to create a water channel to prevent further flooding but were met with threats from brickmakers who feared the diverted water would ruin their bricks.
Several affected residents, including Wilson Manigera and Vastina Nyiramahoro, recounted a scene of devastation where the rains flooded their houses, destroyed crops, and contaminated the area with raw sewage.
“The rains filled our houses and washed away everything—our beans, maize, and potatoes. Our toilets were destroyed, and now fecal matter is floating in the water,” said Manigera.
They highlighted the immediate risk of disease outbreaks and pleaded for urgent support from district leaders and the Prime Minister’s office, as they have been left without shelter, food, or proper sanitation.

The Nyarubuye Sub-county LC III Chairperson, Hon. Arnest Ndibyariye, revealed that brickmakers had failed to honor a prior agreement with the town council to regularly clear the stream.
Ndibyariye stated that the disaster was preventable, citing a neglected requirement for the stream to be cleared thrice yearly, and made a heartfelt plea for residents to host those left homeless.

The Deputy Mayor of Rukundo Town Council, Rodgers Dusingizimana, cited financial constraints and accused brickmakers of complicating the issue.
He explained that critical drainage efforts are hamstrung by two factors: funds being rerouted to other priorities and brickmakers who bar access to their land after paying taxes.

Meanwhile, MP Nizeyimana called for accountability, suggesting that administrative units in Rukundo Town Council should be scrutinized and officials possibly arrested for allowing the situation to escalate.
He strongly condemned those who deliberately create crises only to seek government relief, stating such individuals should be penalized, and announced plans to petition the district over the conduct of the town clerk and mayor.
