DUBAI, UAE – The Minister for ICT and National Guidance, Dr. Chris Baryomunsi, has underscored Uganda’s steadfast commitment to the advancement of the global postal sector, emphasizing the critical need for innovation, inclusivity, and regional cooperation to tackle emerging challenges.

The Congress, a pivotal global event that commenced on September 8, convened high-level delegations from the 192 member states of the Universal Postal Union (UPU).
Held under the theme “Leading the Change, Creating the Future,” the gathering aimed to shape the strategic direction and future of international postal services for the next four years.
Minister Baryomunsi reaffirmed Uganda’s readiness to collaborate closely with member states to actively contribute to strengthening the core mandate of the UPU.
He articulated a vision for a more equitable and sustainable worldwide postal network, aligning with the Congress’s focus on transformative change.
“The Government of Uganda recognizes the vital role a dynamic postal sector plays in national development and global connectivity. We are dedicated to working with all member states to foster innovation that bridges the digital divide, promotes inclusivity to ensure no one is left behind, and enhances regional cooperation to address our shared challenges,” Dr. Baryomunsi stated.
The 28th Universal Postal Congress, hosted by the UAE Government at the Dubai World Trade Centre in cooperation with federal and local authorities, regulators, and service partners, served as a key platform for nations to negotiate international postal policies, set standards, and discuss the sustainability of the global postal system.
Uganda’s participation and proactive stance at the Congress highlight its ongoing efforts to modernize its national postal services and its role as a committed partner in fostering a resilient and future-ready global postal infrastructure.
