Dr. Rumanzi Benita Launches Parliamentary Bid, Vows to Make Rukiga a “Model District”

RUKIGA, UGANDA – The Director of the Africa Population Institution, Hon. Dr. Rumanzi Benita Bushari, has officially launched his bid for the Rukiga County parliamentary seat, vowing to transform the young district into a national model of development.

Dr. Rumanzi unveiled his ambitious vision today, Friday, September 5, 2025, while picking up his nomination forms as an independent candidate at the Rukiga District Electoral Headquarters in Muhanga.

Addressing journalists in a spirited speech, the renowned population expert positioned himself as a visionary leader ready to tackle the district’s most pressing challenges.

He stated that Rukiga’s status as one of Uganda’s youngest districts demands a new type of leadership focused solely on its advancement, signaling a fierce contest for the constituency in the 2026 general elections.

“The youngest Rukiga district needs visionary leaders committed to advocating for its development in all sectors. My mission is to transition our district from its current state to a model one, with world-class education, a resilient health sector, and a complete modernization of our entire infrastructure,” Dr. Bushari asserted.

Central to his manifesto is a direct critique of the current representation, pinpointing road infrastructure, education, and health as three critically neglected sectors by the incumbents, whom he described as “self-seekers.”

“A significant portion of my manifesto will be dedicated to improving our roads, schools, and hospitals areas that have consistently failed to attract the attention of the current leaders,” Dr. Bushari stated.

When questioned on his decision to run as an independent candidate despite his known leanings towards the ruling National Resistance Movement (NRM), Dr. Bushari pointed to a lack of faith in the party’s internal electoral systems.

“The party election was, in the first place, seen as unfair. Thus, opting to shun the party system was a necessary decision to ensure the people of Rukiga have a free and fair choice. My commitment is to the people, not to a flawed process,” he explained.

Dr. Bushari’s blend of technical expertise and a clear, issue-based campaign platform is expected to resonate with voters seeking tangible improvements in their daily lives.

The race for the Rukiga County parliamentary seat is now set to be a fiercely contested battle, with development and accountability positioned as the key issues for the 2026 polls.
