KAMPALA – Kampala Lord Mayor Eng. Ronald Balimwezo has urged Local Council (LC) leaders across the city to take full ownership and active supervision of ongoing road development projects in their localities as a way of harmonizing the city.

The Lord Mayor made the appeal while officiating at the launch of construction works to upgrade the 400-metre Biina A Road in Nakawa Division to bitumen standard, a project that forms part of the Kampala Capital City Authority’s (KCCA) ambitious road improvement program.

Addressing a gathering of local leaders and residents, Eng. Balimwezo emphasized that the success of the city’s road infrastructure agenda hinges on the collective voice and support of LC leaders at all levels.

The Lord Mayor noted that the road improvement program is one of the most ambitious undertakings by KCCA, and its success depends on a collaborative approach between the authority, local leaders, and the community.

“As LCs, you need to be at the forefront of convincing residents to volunteer land so that a standard road is constructed in their localities. The collective voice of LC leaders at all levels is what will enable contractors to get the right of way and begin work according to specifications,” Mayor Eng. Balimwezo said.

The civil works on Biina A Road will be undertaken by the Engineering, Procurement, and Construction giants DOTT Services, under the supervision of Mutenga Batumbya Wardrop Consulting Ltd.

Speaking at the launch, DOTT Services Project Manager Eng. Dhanaraaju outlined the scope of the works, revealing that the road will feature covered drainage channels that will double as walkways, as well as security lights, all aimed at improving trade and living conditions in the area.

“The road will have covered drainage channels serving as walkways and security lights so as to improve the trade and living conditions in the area,” Eng. Dhanaraaju said.

DOTT Services Environmental, Social, and Governance (ESG) Specialist Christian Kanyesigye assured residents that the contractor will strive to complete the road within four months and restore all walls that may be affected during construction.

He underscored the company’s firm commitment to minimizing disruption to residents and businesses along the corridor, pledging that every effort would be made to ensure the works proceed smoothly and swiftly.

The LC1 Chairperson, Andrew Kirigwajjo, welcomed the project and pledged the community’s full cooperation in the construction of the road, which is expected to serve as a vital link between Butabika-Kirombe and Old Butabika roads.

“This road will be a vital link for our community, connecting Butabika-Kirombe and Old Butabika roads. We pledge our full cooperation to ensure its successful completion,” Kirigwajjo said.

The upgrade of Biina A Road is part of KCCA’s broader efforts to enhance the city’s road network, ease mobility, and stimulate economic activity, with the project expected to improve connectivity, reduce congestion, and boost trade in Nakawa Division and surrounding areas.
