NITA-U Launches Digital Platforms to Modernise Education and Justice Services

KAMPALA – The National Information Technology Authority, Uganda (NITA-U), has officially unveiled two digital platforms aimed at modernising education and justice sector services across the country.

The two e-services platforms include the U-Learn Platform for the Ministry of Education and Sports (MoES) and the Uganda Human Rights Commission (UHRC) Case Management System.

The U-Learn Platform offers teachers flexible online training, while the UHRC Case Management System replaces paper files with a digital system that tracks human rights complaints from start to finish.

Speaking at the launch at the Uganda Media Centre on Tuesday, Minister of State for Information, Hon. Joyce Nabbosa Ssebugwano, said the two platforms align with the National Development Plan III agenda to digitise government services.

Representing the Minister of ICT and National Guidance, Justine Lumumba, Hon. Joyce Nabbosa called the launch a major milestone in Uganda’s digital journey, showing technology can tangibly improve citizens’ lives.

“Today marks another significant step in Uganda’s digital transformation journey. These platforms are aligned with NDP III to digitize government services, and they prove that digital transformation is a practical tool for improving the lives of citizens,” said Minister Joyce Nabbosa.

Dr. Hatwib Mugasa, NITA-U’s Executive Director, said the two platforms demonstrate how technology can improve service delivery, one giving teachers remote access to training, and the other simplifying the human rights complaints process.

The U-Learn Platform eases the cost and distance barriers that have long kept upcountry teachers from accessing professional development, allowing them to study at their own pace even without internet.

“These platforms prove what happens when we use technology to serve people. We are upskilling teachers anywhere in the country, and we are making it easier for Ugandans to seek justice when their rights are violated,” said Dr. Mugasa.

Commissioner Dr. Annet Mugisha Kajura noted that over 6,600 teachers from 26 institutions have already enrolled, and more than 380 have graduated with verified digital certificates that count toward their career growth.

Meanwhile, the UHRC Chairperson, Mariam Wangadya, noted that the Case Management System creates a transparent digital trail from registration to closure, replacing the old paper process where complaints could be lost or delayed for months.

“Before now, a complaint could sit in a file for months without anyone able to tell you where it was in the process. This system gives us a clear trail from registration to closure. That matters to the complainant waiting for answers, and to us as an institution that has to account for its decisions,” noted Mariam Wangadya.

The U-Learn Platform and UHRC Case Management System are among 14 digital services being rolled out under NITA-U’s UDAP-GovNet project, which is supported by the World Bank.

The broader initiative seeks to expand internet connectivity, boost efficiency in government services, and ensure underserved and refugee-hosting communities are not left behind.
