KAMPALA – The Board of Directors of the Insurance Regulatory Authority of Uganda (IRA) has appointed Dr. Protazio Sande as Acting Chief Executive Officer, effective June 1st this year.
Thank you for reading this post, don't forget to subscribe!The appointment was announced in a press release issued on June 2, 2026, by the IRA Board Chairperson, CPA FCCA Keto Ryapendi Kayemba, following the conclusion of Alhaj Dr. Kaddunabbi Ibrahim Lubega’s tenure.
Dr. Protazio Sande, who serves substantively as the Director of Strategy and Market Development, succeeds Dr. Kaddunabbi Ibrahim Lubega, whose contract expired on May 31, 2026.
According to CPA Kayemba, the appointment is made under clause 6.11(h) of the Human Capital Management Manual (2023) and guarantees a seamless continuation of the Authority’s operations.
The Board has expressed full confidence in Dr. Sande’s ability to provide effective leadership, maintain stability, and steer sector growth during the transition period.
“We are fully confident that Dr. Sande’s leadership, expertise, and deep institutional knowledge will ensure a seamless transition, maintain stability, and continue driving growth across Uganda’s insurance sector without any interruption to our regulatory services,” CPA Kayemba remarked.
The Board further assured all stakeholders, including insurers, policyholders, and intermediaries, that all regulatory functions and services will continue without interruption.
Prior to the announcement, the outgoing CEO, Alhaj Dr. Ibrahim Lubega Kaddunabbi, formally petitioned the High Court, challenging the decision not to renew his contract.
He contends that the Insurance Act of 2017, which introduced term limits, cannot be applied retrospectively to his previous two terms, arguing that he remains eligible for reappointment for another five-year term.
Meanwhile, the Insurance Regulatory Authority of Uganda and its former Board Chairperson, Dr. Isaac Nkote Nabeta, have asked the High Court to dismiss Dr. Kaddunabbi’s judicial review application.
Through their lawyers at Denton Advocates, the Authority and Dr. Nkote argue that the case has been overtaken by events following the expiry of his five-year contract on May 31, 2026, and the subsequent appointment of a new acting CEO.
They contend that the interim relief sought is now legally untenable, as the Minister of Finance has already appointed Dr. Protazio Sande as Acting Chief Executive Officer effective June 1, 2026.
According to the Authority’s Secretary to the Board, Dr. Kaddunabbi’s fixed-term contract ended automatically by operation of law, after which he was directed to proceed on leave and complete a handover process that has since been concluded.
