KANUNGU – The dissemination statistics from the Parish Development Model (PDM) reveal that women in Kanungu District have benefited more substantially from the program than their male counterparts.

The gathering, held in the production boardroom on Thursday, September 3, 2026, at Kanungu District Headquarters, brought together stakeholders to review the program’s progress and challenges.
The statistics show that among the 10,587 PDM beneficiaries in Kanungu District, women account for 5,757 recipients while men stand at 4,830, marking a clear tilt toward female participation.
KACOERT Coordinator Wycliff Mutambuzi noted that while the PDM has delivered positive impacts in the district, boosting livelihoods, beneficiaries still grapple with price volatility, climate-induced dry spells, and bribery among officials.
He added that such hurdles, alongside the program’s successes, have triggered delayed loan repayments that threaten the revolving fund’s sustainability, prompting Mutambuzi to urge authorities to take urgent intervention.

Byaruhanga Johnson, Chairman of KACOERT, raised a concerning issue affecting some families, revealing that improper planning for the funds has led to cases of gender-based violence in certain households.
He called for comprehensive training for newly elected members of the parish development committees to equip them with skills in financial management and conflict resolution.

Kanungu District Planner Innocent Atuheire acknowledged that while the PDM encountered numerous teething challenges during its initial phase, the government has since streamlined most of these issues to the satisfaction of stakeholders.
“The program faced hurdles at the start, but we have put in place measures to address them. We are committed to ensuring that PDM achieves its intended objectives,” Atuheire stated.

The Kanungu District Vice Chairperson Rukundo Joshua applauded KACOERT and CSBAG for their advocacy in health and education, while urging PDM beneficiaries to repay their loans promptly to sustain the revolving fund.
“This is a revolving fund, and for it to benefit others, those who have received the support must repay promptly. I call upon all beneficiaries to honor their obligations so that more members of our communities can benefit,” Rukundo emphasized.

The Parish Development Model (PDM) remains a flagship government initiative aimed at lifting households out of poverty through targeted financial support and enterprise development.
The beneficiaries have engaged in a diverse range of income-generating enterprises, including coffee growing, poultry farming, piggery, dairy farming, banana growing, Irish potato production, small retail businesses, and agro-processing activities.
