RUKUNGIRI – The National Identification and Registration Authority (NIRA) has launched a free registration exercise for children aged between zero and nine years in Rukungiri District.

The NIRA Registration Officer for Rukungiri District, Jonan Musinguzi, confirmed that the free exercise targets unregistered children aged zero to nine, with both NINs and birth certificates being issued at no cost.
He added that the initiative supports the government’s broader goal of strengthening Uganda’s civil registration system by capturing every child in the national database from an early age.

Musinguzi noted that NIRA is also issuing National Identity Cards to previously registered individuals who have received SMS notifications, as part of a nationwide effort to clear the backlog of uncollected IDs.
The district NIRA registrar further called on parents and guardians to take full advantage of the free registration exercise, emphasizing that National IDs are essential for accessing key services.

The authority previously acknowledged logistical challenges in areas like Nyarushanje Sub-county, where residents had to travel long distances for services, and has committed to expanding access while opening more centers.
