RUKUNGIRI – The Minister for Security, Major General (Rtd) Jim Muhwezi, has called upon the youth to fully embrace government wealth creation initiatives as a pathway to improved livelihoods and accelerated regional development.

The Minister emphasized that youth groups must repay government funds received under empowerment programmes to sustain the revolving nature of these resources for the benefit of more Ugandans.
He further reminded the youth leaders that their primary responsibility is to ensure all government initiatives reach intended beneficiaries and are utilized effectively to uplift communities from poverty.
“The government has put in place numerous programmes designed to uplift our people from poverty. It is your responsibility as youth leaders to ensure that these initiatives reach the intended beneficiaries and that the funds are utilized effectively,” Minister Jim stated.
The Minister announced that the government plans to increase funding for the Parish Development Model (PDM) from Shs100 million to Shs120 million per parish to accelerate grassroots development.
He urged communities to establish parish banks to strengthen financial inclusion and support local enterprises, and tasked youth leaders to mobilize young people and use WhatsApp for better coordination.

Muhwezi further directed district youth leaders to assist eligible beneficiaries with applications, promote unity among groups, and improve communication through digital platforms.
The newly sworn-in District Youth Chairperson, Levi Tukundane Napoleon, pledged to restore accountability in youth leadership and ensure effective implementation of government programmes across the district.
Tukundane, who was sworn in alongside 56 other youth council members and an eight-member executive committee, committed to working with technical staff to recover funds from defaulting youth groups, thereby enabling more young people to benefit from government initiatives.
“We shall work closely with Members of Parliament and other district leaders to promote unity, strengthen youth participation in development programmes, and expand wealth creation opportunities across Rukungiri’s 831 villages,” Tukundane affirmed.

The ceremony attracted a host of distinguished guests, including Rukungiri Members of Parliament Hon. Mathias Rwabugumi, Hon. Gen. Henry Tumukunde, and Hon. Mary Paula Turyahikayo.
Others in attendance were the District Chairperson, the Municipal Mayor, religious leaders, and other invited dignitaries, underscoring the importance of youth empowerment in the district’s development agenda.
