KAMPALA – The Anti-Corruption Court has further remanded seven senior parliamentary officials to Luzira Prison until July 27, 2026, as investigations intensify into one of the largest corruption cases to rock Parliament in recent years.

The prosecution informed the court that investigations into the alleged Shs 37 billion parliamentary embezzlement scheme have reached an advanced stage, necessitating the further remand of the accused as they await trial.
The accused include Chris Obore Ariko, Parliament’s Director of Communications and Public Affairs, who is accused of embezzling Shs 5.253 billion, and Daniel Adilo, the Director of Human Resource, who faces the highest charge of Shs 14.609 billion.
Leonard Okema, Executive Secretary in the Office of the Speaker, faces charges of embezzling Shs 3.489 billion, while Principal Research Officer Rajab Kaaya Ssemalulu is accused of diverting Shs 2.170 billion.
Additionally, Principal Protocol Officer Emmanuel Emuron Okwi is alleged to have embezzled Shs 1.105 billion, and Capacity Development Officer Vincent Otebata faces charges involving Shs 5.253 billion.
The prosecution alleges that the officials systematically diverted public funds before engaging in financial transactions intended to conceal the proceeds, leading to additional money laundering charges. They also face charges of causing financial loss to the government.
Appearing before Grade One Magistrate Esther Asiimwe on Tuesday, the official was denied bail after the court ruled it lacked jurisdiction, as money laundering charges against several co-accused are reserved exclusively for the High Court.
The case has intensified scrutiny of financial management within Parliament, raising serious questions about internal controls and oversight mechanisms at the country’s legislative institution. The accused are set to return to court on July 27, 2026, when further proceedings will take place.
The development marks a significant moment in Uganda’s fight against corruption, sending a strong signal that senior government officials are not immune from prosecution.
