KAMPALA – The Government of Uganda, through its inter-agency organizations, has launched the Financial Investigations Training Manual and Tools to fortify the nation’s defenses against illicit financial flows and economic crimes.

The launch bridges six key agencies, including the Inspectorate of Government (IGG), the Financial Intelligence Authority (FIA), the Uganda Police Force, the Uganda Revenue Authority (URA), and the Uganda Wildlife Authority.
The Office of the Director of Public Prosecutions (ODPP) also joins this collaboration, which represents a significant leap forward in building a coordinated, professional, and intelligence-led response to economic threats.
The Executive Director of the Financial Intelligence Authority, Wandera Were, described the program as a strategic resource offering clear methodologies, innovative techniques, and structured procedures to uncover and trace illicit assets.
He noted that by promoting evidence-based investigations and strengthening case-building capabilities, the manual directly enhances the pursuit of justice, leading to more successful prosecutions and higher rates of asset recovery.
“This training tool is designed to equip all stakeholders, from new officers to seasoned investigators, with the knowledge and skills needed to effectively tackle sophisticated financial crimes through clear methodologies, evidence-based investigations, and stronger case-building for asset recovery,” Were noted.
Hilda Taliba, IGG Director of Legal Affairs, representing Deputy IGG Anne Twino, underscored that the manual’s collective commitment proves what institutions can achieve when they look beyond mandates and work toward a shared vision.
She added that the achievement stands as a testament to mutual resolve and a common desire for a secure and prosperous economy, proving that meaningful and lasting solutions are within reach.
“When institutions look beyond their individual mandates and work toward a shared vision, even the most complex challenges can be overcome. This manual is proof that with mutual resolve and a common desire for a secure and prosperous economy, lasting solutions are within reach,” remarked Taliba.
The launch marks a new chapter in Uganda’s fight against financial crime, ensuring that investigators are not just reactive but well ahead of the curve in protecting the nation’s economic security.
