KABALE, UGANDA – National Identification and Registration Authority (NIRA) staff in Kabale District have been arrested for allegedly soliciting bribes from the public during an ongoing registration exercise.
Thank you for reading this post, don't forget to subscribe!The officials in police cells include three NIRA Assistant Registrars: Kwesiga Erias, Kukundakwe Halima, and Kwesiga Ronald. They were arrested along with their brokers, Joseph Saali and Simpson Mugisha.
The arrests occurred on October 16, 2025, in Butanda and Kahungye Sub-counties following numerous complaints that the officials were forcing clients to pay bribes of UGX 10,000 to 12,000 for standard government services.
Kigezi Region Police Spokesperson ASP Elly Maate confirmed the arrests at two locations. One group was found at the Kinyamali COU Compassion Centre in Butanda Sub-county in possession of UGX 485,000, believed to be proceeds from the illicit scheme.
In a simultaneous operation at the Rubaya COU Compassion Centre, police arrested Assistant Registrars Kukundakwe Halima and Kwesiga Ronald with UGX 86,000.
Their accomplice, a broker identified only as Milda, allegedly their cook and money collector, escaped with a larger sum of money and remains at large.
“Several complaints had been received about the same habit where clients are alleged to have been paying between 10,000 and 12,000 Shillings each. That is why police swung into action and the five were accordingly arrested to serve as a warning to others,” stated ASP Maate.
Maate further confirmed that police inquiries are ongoing and that the suspects will be produced in court to face formal charges upon completion of the investigations.
