Rukiga, Uganda – Rwamucucu Sub County’s political scene is set for a shake-up as Hon. Ndyabahika Emmanuel (Kanoni), a former WASH program worker at Africa Water Solutions, has officially declared his bid for the NRM Party LC III Chairperson seat.

His entry into the race spells trouble for incumbent LC III Chairperson Hon. Eddie Mugisha and Sub County Speaker Roland Magaba, as Kanoni positions himself as a reformist candidate determined to address long-standing service delivery gaps in the area.

Speaking to the media today after picking his nomination papers at the NRM headquarters in Muhanga Town, Ndyabahika said his resignation from his former position was driven by a desire to rescue Rwamucucu Sub County from what he termed “fake leadership.”

“I stepped down from my job to serve my people, who have suffered for too long under leaders who do not prioritize their welfare,” he declared.

With a strong background in water and sanitation projects, Ndyabahika highlighted the area’s acute water shortage as a primary concern.

He pledged to leverage his expertise to implement sustainable water solutions, ensuring residents have access to clean and reliable water.

Additionally, he vowed to tackle rising cases of family disputes, land wrangles, and criminal activity by revamping community policing structures.

“Our people deserve peace and security. I will work closely with local leaders and law enforcement to restore order,” he said.

Ndyabahika’s entry signals a tough battle for the current LC III leadership, with voters increasingly vocal about service delivery failures.

His campaign is expected to focus on accountability, improved infrastructure, and better governance a message that may resonate with disillusioned constituents.

Ndyabahika’s credentials add weight to his campaign. Born to Ven. Justus and Mauda Twinomujuni of the Magwindi family in Ibumba Parish, he currently resides in Nyarurambi and is a married man.

He attended Ibumba Primary School and Kigezi High School Primary for his Primary Leaving Examinations (PLE) before joining Kigezi College Butobere for O’ and A’ Levels.

He holds a Bachelor’s degree in Environment and a Master’s in Environmental Health and Safety from Uganda Christian University, along with certifications in Public Administration & Management (MUBS) and Water Resource Engineering (YILED Institute).

His extensive experience in water resource management and public administration positions him as a technically competent candidate capable of driving development in Rwamucucu.
