‘HIV Is Still a Killer’: Commissioner Seku Charges Youth to Reject Moral Decay

KAMPALA – The Commissioner of the National Secretariat for Patriotism Corps (NSPC), Hellen Seku, has charged the youth with upholding moral values, avoiding risky behavior, and taking part in protecting the environment.

The Commissioner spoke on Wednesday, April 29, 2026, during a passing-out ceremony for 750 students at Nabisunsa Girls Secondary School, who had just completed intensive patriotism training.

Speaking to the graduates, Seku urged the youth to put patriotism into practice by using the rainy season to plant trees, properly disposing of rubbish, and applying their school’s green initiatives at home and in the community.

“I advise you to get involved in activities that protect our environment by leveraging this rainy season to plant trees and encouraging your community to dispose of rubbish properly. Planting trees and proper disposal of rubbish are key activities. Use your school’s green and clean initiatives as a model for your home and community,” Seku said.

Commissioner Seku outlined the benefits of tree planting, noting it controls soil erosion, reduces extreme heat, and supports human life through natural healing and other environmental advantages.

She warned against the erosion of traditional family values and cautioned young women against prostitution and relationships with “sugar daddies,” labeling such behavior as a shortcut to peril.

Noting that HIV continues to claim many lives, Seku called on students to remain disciplined and laser-focused on building their futures in a morally challenging society.

“Do not forget: HIV is still a killer, and moral decay is just as dangerous. I warn our young people against sugar daddies, prostitution, and shortcuts that destroy their futures. Stay disciplined, stay focused, and build your lives the right way,” emphasized Commissioner Seku.

The Commissioner further urged against the rising temptation of gambling, advising the youth to create wealth through hard work, not quick, risky gains, and to heed the spiritual call that “we shall earn by our sweat.”
