Kisoro, Uganda – Ubuntu Disability Action for Development Uganda (UDAD-U) Programs Director Naphtali Rumazimisi has called on the government to prioritize disability inclusion in its programs, particularly in the Parish Development Model (PDM) initiative.
Rumazimisi emphasized the need for deliberate efforts to ensure that Persons with Disabilities (PWDs) are not left behind in government programs.
He highlighted that state inclusion is not automatic and that proper communication and implementation of all government poverty eradication programs, like PDM, are crucial to consider the unique needs of PWDs.
Rumazimisi stressed the importance of access to information, participation in decision-making, and tailored support mechanisms for PWDs.
He also highlighted UDAD-U’s commitment to promoting disability inclusion and actively engaging with local leaders and communities to raise awareness and build capacities for inclusive practices.

Rumazimisi further noted that most PWDs are not benefiting from the PDM due to a lack of awareness about the program. He called upon PDM focal persons and local leaders to enhance awareness among PWDs in every community.
Dr. Habert Ngabo Bipasha, Kisoro district PDM focal person, affirmed PDM’s commitment to inclusivity, acknowledging the unique challenges faced by PWDs.
He expressed readiness to collaborate with organizations like UDAD-U to develop strategies that address these challenges and promote active participation of all community members.
The call for disability inclusion in the PDM initiative highlights the need for a more inclusive approach to development programs, ensuring that all community members, including PWDs, can benefit and contribute to their full potential.
