Kampala, Uganda – The Uganda Human Rights Commission (UHRC) has called for the immediate release of Eddie Mutwe, also known as Edward Rogers Ssebuufu, from detention.

In a letter dated May 2, 2025, UHRC Chairperson Hon. Mariam Wangadya directed General Muhoozi Kainerugaba, the Chief of Defence Forces, to release Mutwe, citing Article 53(1)(d) of the Constitution.

Eddie Mutwe, the security protocol head of opposition leader Bob Wine’s National Unity Platform (NUP), had been missing since April 26, 2025, from Kiwango village in Mukono district.

General Muhoozi Kainerugaba later confirmed on Twitter that Mutwe was in his custody, undergoing sauna steam, massage, and learning Runyankore.

The General warned NUP supporters that if he could arrest their leader, he could take action against them, urging them to disband or face consequences.

In another tweet, General Muhoozi stated he would release Mutwe only when instructed by “Mzee,” on the condition that Mutwe learns about the history of the National Resistance Army/ Uganda People’s Defence Forces and understands the National Resistance Movement’s role.

The Uganda Human Rights Commission (UHRC) has asserted that Eddie Mutwe’s detention is unlawful, demanding his immediate release, warning that failure to comply may result in liability for contempt under the Constitution.

This development highlights concerns about human rights and the rule of law in Uganda, emphasizing the need for transparency and accountability.
