Rubirizi District Senior Officials Interdicted Over Alleged Neglect of Duty, Corruption

RUBIRIZI – The Rubirizi District Local Government has interdicted four senior officials for six months over allegations including neglect of duty and corruption.

The four officials include Senior Human Resource Officer Mr. Mwebaze Julius, Buhinda Primary School Headteacher Mr. Ahimbisibwe J.B., and Dr. Anatori, the former in-charge of Munyonyi Health Centre III.

The suspension of the officials was announced in an official letter dated April 22, 2026, signed by the Rubirizi District Chief Administrative Officer (CAO), Paul Samuel Mbilwa.

The letter also confirmed that the District Secretary of the Service Commission, Munori Richard, remains on suspension until further notice.

The district CAO confirmed in the letter that the officials were interdicted to prevent them from interfering with court processes and investigations on cases related to neglect of duty.

The charges are based on Section 101 of the Penal Code Act and the Public Service Standing Orders (2021 edition), with the suspension taking effect immediately.

During the six-month interdiction, the officials cannot come to the office or leave the country without permission, will receive only half their gross salary, and must hand over their duties immediately.

Rubirizi District Communications Officer Amon Muhereza confirmed the news, explaining that the interdiction is purely an administrative measure.

He clarified that the suspension does not imply guilt, as the matter is still before court, and that the measure is intended solely to allow court proceedings and investigations to continue without interference.

The Communications Officer noted that the court orders also restrict Mwebaze Julius from leaving the country without permission, but he will still receive half his monthly pay as allowed by law.
